CONSIDER APPROVING A GRANT AGREEMENT AND ADOPTING RESOLUTION NO. 22-180, AMENDING THE FISCAL YEAR 2022-23 GENERAL FUND BUDGET, TO ACCEPT A  CALIFORNIA FOR ALL ANIMALS STATEWIDE ANIMAL SHELTER ASSISTANCE PROGRAM GRANT.

I.                     SUMMARY

The City of Carson has been approved to receive a grant of $15,000 from the California for All Animals statewide animal shelter assistance program. City Council is now being requested to approve the Grant Agreement and adopt the budget resolution as necessary to accept the grant.

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                     APPROVE the “Shelter Services Agreement” with THE REGENTS OF THE UNIVERSITY OF CALIFORNIA on behalf of its Davis Campus School of Veterinary Medicine on behalf of its Koret Shelter Medicine Program. (Exhibit 1; the “Grant Agreement”).

2.                     AUTHORIZE the Mayor to sign the Grant Agreement following approval as to form by the City Attorney.

3.                     ADOPT Resolution No. 22-180, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING THE FISCAL YEAR 2022-23 BUDGET TO ACCEPT A GRANT IN THE AMOUNT OF $15,000 IN CONNECTION WITH THE CALIFORNIA FOR ALL ANIMALS STATEWIDE ANIMAL SHELTER ASSISTANCE PROGRAM” (Exhibit 2).

IV.                     BACKGROUND

California for All Animals is a program that assists animal shelters statewide, providing a community of shelters across the state working toward a shared goal of matching every animal in need with the right outcome through the right care, delivered in the right place and at the right time.

A Welcome Grant opportunity opened for all municipal shelters and private shelters with a municipal contract to shelter animals in California to apply for an initial grant amount of $5,000 upon acceptance into the program. On July 19, 2022, City Council approved acceptance of a welcome grant in the amount of $5,000, which can be used for general operating expenses related to animal care.

Joining California for All Animals also opens doors for further grant toward the shared goal of matching every animal in need with the right outcome through the right care, delivered in the right place and at the right time.

In the spring of 2022, UC Davis Koret Shelter Medicine Program (KSMP) opened a new grant opportunity requesting proposals for the California for All Animals Program. Animal control agencies that provide field services and animal control functions are eligible to apply. Staff submitted a proposal to help the City’s Animal Control officer enhance the City’s services for low income animal lover residents.

On August 15, 2022, the City received notification that a grant in the amount of $15,000 has been awarded to the City of Carson to provide animal kits and supplies, as well as vouchers for spay/neuter surgeries and medical care to those who are low-income in our community. 

The Grant Agreement (Exhibit 1) term is for the period of September 1, 2022 through August 31, 2023. Funds will be released upon full execution of the agreement. Staff will be coordinating with Finance/Accounting/Accounting in obtaining the required documents to receive reimbursement in the staff report.

Staff is now requesting City Council to approve the Grant Agreement and Resolution No. 22-180 for the amendment of the FY 22/23 General Fund budget to increase revenues by $15,000 to accept the grant funding.

V.                     FISCAL IMPACT

If City Council approves the staff recommendations, then FY 22/23 General Fund revenues will increase by $15,000.
