YOUTH SPORTS REGISTRATION FEES

I. SUMMARY
During the July 5, 2022, City Council meeting, the Mayor requested staff to bring an item for the City Council to consider a full subsidy of the $25 per participant Youth Sports league registration fee for all City of Carson residents. At the July 19, 2022 City Council meeting, the item was approved.

IV. BACKGROUND
Since the passage and adoption of the City’s Utility User Tax, Measure C, in 2009, revenues have been used to offset the cost of participating in seasonal youth sports operated by the Community Serves/Parks and Recreation Department. Specially, the registration fee was capped at $25 per participant. Registrants still pay for player uniforms, photos, and awards.
During the July 5, 2022 City Council meeting, the Mayor requested staff to bring an item for its consideration that would subsidize the $25 per participant Youth Sports league registration fee for all Carson residents. At the July 19, 2022 City Council meeting, the item was approved to commence with the current 2022 Soccer, Flag Football, and Fall Softball season, through the 2023 T-Ball, Baseball, ad Softball season. The 2022/2023 Youth Basketball season, which falls between the two seasons, is also included.
Carson residents that paid the $25 registration fee prior to passage of this item or for some reason paid it afterwards will ultimately be refunded the fee.
V. FISCAL IMPACT
With the City Council’s approval of this proposal, approximately $100,200 in revenue will not be realized (Exhibit No. 1). This estimate is based on Youth Sports participation data during the 2017 sports season, which was the last year all the parks provided Youth Sports programming (Carriage Crest Park temporarily closed thereafter due to construction). At that time, there were a total of 4,715 Youth Sports participants. During the most recent sports season, 2021-2022, a total of 3,965 children participated, with the difference due to the pandemic and Carriage Crest not offering baseball and basketball. The percentage of resident participants has been approximately 85%.
