I. SUMMARY
In July, the City was notified that it had been awarded grants to be used to ultimately enhance several parks. On Thursday, July 14, 2022, staff was informed that a $4.25 million matching grant from the State of California Office of Grants & Local Services (OGALS) was awarded to improve Foisia Park (Exhibit No. 1). Unfortunately, a second application for Carriage Crest was not selected (Exhibit No. 2). On Monday July 11, 2022, the City was notified that a Measure A Technical Assistance Program (TAP) grant from the Los Angeles County Regional Parks and Open Space District (RPOSD) was given to Carson to be used to fund consulting services (Exhibit 3 & 4). These services would be used in the development of a future application for a Measure A Competitive grant.II. RECOMMENDATION

IV. BACKGROUND
I. On February 1, 2022, the City Council approved Resolution No. 22-017 authorizing the Carson’s Application for a Land and Water Conservation grant to fund a renovation at Carriage Crest Park. Resolution No. 22-018 was also approved that permitted an application be submitted for improvements at Foisia Park Project. Later that same month, applications were submitted for both projects.
In July, the State of California, Office of Grants & Local Services (OGALS) notified staff that Foisia Park was awarded a matching grant of $4.25 million (Exhibit 1). Unfortunately, Carriage Crest was not selected and received a no awarded letter (Exhibit 2).
On October 5, 2021, the City Council approved Resolution No. 21-125, authorizing the submission of a grant application to the Los Angeles County Regional Park and Open Space District for Measure A Funding for Projects and Programs. Specifically, the funds would be used for the Technical Assistance Program (TAP) to pay for consulting services. These services would be used to assist in the development of a future application for a Measure A grant for Mills Park.
On July 11, 2022, the Los Angeles County Regional Parks and Open Space District (RPOSD) informed the City that it would be a recipient of Measure A Technical Assistance Program (TAP) grant. At a meeting on Thursday, July 14, 2022, at Grand Park in Los Angeles, the City received formal notification of this award (Exhibit 3 & 4).
Eligible services from the TAP include:
• Community Outreach and Engagement
• Development of New Park Idea, Concept, or Innovation
• Park Planning, Design, and Multi-benefits
• Application and Grant Writing for Project Funding and Co-Funding
• Existing Measure A Grantee
V. FISCAL IMPACT
The matching grant for LWCF would require the City to provide a match of $4.25 million fund the project. As the City will ultimately be reimbursed the amount of the grant, the total cost would first need to be paid by Carson, and the grant funds received once all required paperwork is submitted to the State. TAP funds up to $185,000 would be approved through RPOSD before services are rendered by entering into a TAP Master Agreement.
