Title

CONSIDER APPROVING A GRANT AGREEMENT AND ADOPTING RESOLUTION NO. 22-136, AMENDING THE FISCAL YEAR 2022-23 GENERAL FUND BUDGET, TO ACCEPT A WELCOME CALIFORNIA FOR ALL ANIMALS GRANT IN THE AMOUNT OF $5,000

I.                     SUMMARY

The City of Carson has been approved to receive a grant of $5,000 from the California for All Animals statewide animal shelter assistance program. City Council is now being requested to approve the Grant Agreement and adopt the budget resolution as necessary to accept the grant.

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                     APPROVE the Grant Agreement with THE REGENTS OF THE UNIVERSITY OF CALIFORNIA on behalf of its Davis Campus School of Veterinary Medicine on behalf of its Koret Shelter Medicine Program. (Exhibit 1; the “Grant Agreement”).

 

2.                     AUTHORIZE the Mayor to sign the Grant Agreement following approval as to form by the City Attorney.

 

3.                     ADOPT Resolution No. 22-136, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING THE FISCAL YEAR 2022-23 BUDGET TO ACCEPT THE WELCOME GRANT IN THE AMOUNT OF $5,000 IN CONNECTION WITH THE CALIFORNIA FOR ALL ANIMALS STATEWIDE ANIMAL SHELTER ASSISTANCE PROGRAM.”

IV.                     BACKGROUND

 

California for All Animals is a program that assists animal shelters statewide, providing a community of shelters across the state working toward a shared goal of matching every animal in need with the right outcome through the right care, delivered in the right place and at the right time.

 

Initial applications for Welcome Grants opened on February 14, 2022, and closed on March 31, 2022. All municipal shelters and private shelters with a municipal contract to shelter animals in California are eligible to apply for this grant. Eligible shelters receive a $5,000 grant upon acceptance into the program. Joining California for All Animals will also open doors for more grant funding in the future toward the shared goal of matching every animal in need with the right outcome through the right care, delivered in the right place and at the right time.

 

Staff submitted an application for the welcome grant and has been notified that the City is eligible for the grant funds that can be used for general operating expenses and that no proposal was needed. A fully executed Grant Agreement will initiate payment of the $5,000 grant.

 

The Grant Agreement provides that City’s Animal Control Officer shall send animals to LA County Animal Care and Control/Carson Shelter, and the grantor shall pay the grant funds to the City to cover/assist with City’s administrative costs of doing so, with payment to be disbursed within 30 days of full execution of the Grant Agreement. The term of the agreement provides for the services to be rendered from July 19, 2022 through January 31, 2027, although either party may terminate the agreement at any time upon 30 days’ notice. The Grant Agreement provides for mutual indemnification (Section 6).

 

Staff is now requesting City Council to approve the Grant Agreement and Resolution No. 22-136 for the release of the grant funds to the City.

 

V.                     FISCAL IMPACT

If City Council approves the staff recommendations, then FY 22/23 General Fund revenues will increase by $5,000.
