CONSIDER ADOPTING A RESOLUTION OF SUPPORT FOR THE ALLIANCE FOR RENEWABLE CLEAN HYDROGEN ENERGY SYSTEMS (CITY COUNCIL)

Body

I.                     SUMMARY

This item transmits Resolution 22-154 for City Council consideration to support the Alliance for Renewable Clean Hydrogen Energy Systems (“ARCHES”) initiative.

II.                     RECOMMENDATION

Recommendation

                     ADOPT Resolution 22-154.

Body

III.                     ALTERNATIVES

TAKE another action the City Council deems appropriate and that is consistent with applicable laws.

IV.                     BACKGROUND

The Alliance for Renewable Clean Hydrogen Energy Systems (ARCHES) has been created in response to the recent federal Bipartisan Infrastructure Law (BIL), which mandates that funding be made available to establish at least 4 regional public-private partnership clean hydrogen hubs across the United States with at least one focused on the use of renewable sources to produce, store, and use green hydrogen.

To realize the goal of a green hydrogen hub in California, a consortium of institutional, private, community, labor and civic sponsors have come together to accelerate societal transition to a carbon free economy by charting a path to a viable green hydrogen solution based on renewable energy under the umbrella of ARCHES. Regional clusters will prioritize significant renewable resources, availability of large-scale hydrogen storage possibilities, key hydrogen and clean energy transportation corridors, and coastal/port systems and other hard-to-decarbonize industries with a need for clean energy and reduced pollution.

Adoption of this Resolution provides the City Council an opportunity to offer its full support to the ARCHES initiative and the overall goal of supporting the deployment of new zero-emission hydrogen technologies.

V.                     FISCAL IMPACT

There is no direct fiscal impact associated with City Council adoption of this Resolution.
