I. SUMMARY

This item transmits Resolution 22-151, declaring a City Council policy to advocate for maximum benefits to residents as related to the restoration of the Dominguez Channel.
Since January 2022, City staff has been working with the Army Corps of Engineers, Los Angeles Office, as well as Los Angeles County to identify long-term restoration options and opportunities for the Dominguez Channel following the odor event that occurred in October 2021.


II. RECOMMENDATION
Recommendation

ADOPT Resolution No. 22-151.

TAKE another action the City Council deems appropriate and that is consistent with applicable laws.


IV. BACKGROUND

In October 2021 there was an odor incident in the Dominguez Channel caused by anaerobic conditions in the water. The Los Angeles County Department of Public Works, which has jurisdiction over the Channel, addressed the odor by using an odor neutralizer and aeration bubblers.
The Southern California winter rainy season then introduced oxygen-rich water into the channel. This helped increase the water flow of the channel, which in turn helped speed the recovery.
Since that time, staff has been working with the Los Angeles County Department of Public Works on the development of plans to address the channel, and the applications for grant funding to implement the implementation of the plan.


V. FISCAL IMPACT

There is no direct fiscal impact associated with this staff report. The financial impacts associated with the restoration of the Dominguez Channel are being addressed separately. This item pertains specifically to the adoption of the City Council policy Resolution.
