CONSIDER AWARDING A CONTRACT TO MCWIL SPORTS SURFACES, INC. FOR THE RESURFACING OF VARIOUS INDOOR DANCE FLOORS, RACQUETBALL AND BASKETBALL COURTS AND A THREE-YEAR MAINTENANCE AGREEMENT IN THE AMOUNT OF $286,865.78 (CITY COUNCIL)

I.                     SUMMARY

An Invitation for Bid (IFB No. 22-31) was released on April 21, 2022 to seek proposals from qualified contractors to provide resurfacing and screen and re-coat maintenance services for various City indoor basketball courts, dance floors and racquetball courts. In response to the IFB, staff received three proposals. After careful analysis and evaluation of the proposals, staff is recommending the City Council to award a contract to McWil Sports Surfaces, Inc.

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                      AWARD a contract with McWil Sports Surfaces Inc. to provide indoor court resurfacing for the Public Works Department for a three-year period and in a not-to-exceed amount of $286,865.78.

2. AUTHORIZE Mayor to execute a contract with McWil Sports Surfaces, Inc.    following approval as to form by the City Attorney (Exhibit No. 1)

TAKE any other action the City Council deems appropriate, consistent with the requirements of applicable law.

 

IV.                     BACKGROUND

The City owns, operates, and maintains 28 basketball courts, 2 dance floors, and 18 tennis courts. Residents frequent the City parks regularly and utilize the City’s basketball courts, dance floors, and tennis courts and this usage brings wear and tear on these court surfaces. It was determined by the Facility Maintenance Department that resurfacing and re-coating of the courts and dance floors is needed. Such scope of services includes but is not limited to filling minor cracks, installing several coats of acrylic, and replacing logos and play lines with paint that is compatible with the chosen sealer and finish.

The facilities covered by this contract include the Community Center (dance floor), Foisia Park (gymnasium), Carson Park (dance floor and gymnasium), Stevenson Park (gymnasium) and Veterans Park (gymnasiums and racquetball courts). The full scope is shown in Exhibit A of the agreement.

An invitation for Bids was released via Planet Bids and the Daily Journal on April 21, 2022, to solicit vendors to provide indoor court resurfacing services. By the May 12, 2022, deadline, three (3) proposals were received:

1)                     McWil Sports Surfaces, Inc.                                                                                     $286,865.78

2)                     Coastal Construction                                                                                                         $391,489.91

3)                     Stallworth Construction and Management Corp.                     $738,365.39

Staff conducted an initial review of each submission, and it was determined that McWil Sports Surfaces Inc. (“McWil”) is the lowest responsive and responsible bidder pursuant to Carson Municipal Code (“CMC”) Section 2612 of the City’s Purchasing Ordinance and the Public Contract Code. The firm has previously completed projects at Foisia Park, Carson Park and Community center with good results. McWil possesses the requisite experience and demonstrated ability and provided a detailed approach that would effectively and efficiently perform the required services. Finally, McWil’s references were all very positive, and McWil’s proposal conformed to the IFB. A notice of intent to award was issued 6/06/2022 to McWil Sports Surfaces, Inc.

The City Council is now asked to approve a contract with McWil Sports Surfaces, Inc. to provide needed indoor court resurfacing and screen and re-coat maintenance for a three-year period for the Public Works Department, in an amount not-to-exceed $286,865.78. The construction portion of the contract is $165,260.00 and the three-year maintenance contract on these surfaces is $121,605.78.

V.                     FISCAL IMPACT

There is no fiscal impact to the General Fund. Funding for this contract is included in the adopted Fiscal year 2022-2023 Budget. Part of the maintenance will be covered in future fiscal years.
