WAIVE second reading, and ADOPT Resolution No. 22-125, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN, RESOLUTION NO. 77-111, BY ADOPTING JOB CLASSIFICATION SPECIFICATION AND SALARY ALLOCATING FOR EVENT SERVICES AIDE”.

IV.                     BACKGROUND

As the number of community and other City sponsored events have been increasing, the Community Services/parks & Recreation Department’s management personnel collaborated with Human Resources personnel to identify on-call classification that can be used to assist in provided as-needed coverage for such events.  The joint efforts could not identify any such classification, which had been adopted by City Council.

As such, Human Resources personnel are presenting the job description of Event Aide to fill this much needed gap.  This classification will not be replacing or performing any duties associated with a recognized classification within the classified services or the represented unclassified workforce.  Rather, the new classification of Event Services Aide will assist in filling basic labor needs for special events that management could not fill using other incumbents within the current list of adopted classifications. 

Furthermore, this classification is at-will and on-call.  It will allow the City to maintain a list of interested and qualified labor force to help with additional needs and/or staff shortages in relation to special events, at any of the City facilities.  This will help with balancing the workload, controlling overtime expenses and reducing work related stress. Thus, Human Resources personnel are recommending that the new classification of Event Services Aide be allocated to Salary Range TM: 820 ($20.00 - $21.55/hour).

 

V.                     FISCAL IMPACT

There is no direct and immediate fiscal impact as this is on-call at-will classification.  Costs related to utilizing this type of labor force have a minimal impact [estimated at less than $10,000.00/fiscal year (for 430+ work hours)] of the associated department’s overall unrepresented part-time budget.  Also, some of the City inquired costs are usually covered by revenue generated by such events, as well as special events’ budgets.
