CONSIDER AN UPDATE ON PREMIUM PAY FOR CITY OF CARSON RETIREES (CITY COUNCIL)

I. SUMMARY
At the March 15, 2022 City Council meeting, the City Council adopted Resolution 22-039, which authorized City staff to receive Premium Pay in the amount of $12,500 each. Funding for the Premium Pay was drawn from the City's Coronavirus Local Fiscal Recovery Fund (SLFRF), under The American Rescue Plan Act of 2021 (ARPA) for a total amount of $7,956,000. To receive the Premium Pay, a staff member must have been employed by the City at any point during the pandemic (between March 2020 and April 1, 2022) and currently be employed by the City as of April 1, 2022.
The City Council subsequently directed staff to research the cost of providing the Premium Pay to employees who were employed by the City during the pandemic but had retired between September 1, 2021 and April 1, 2022.
The purpose of this item is to advise City Council that staff is continuing to research the cost of providing the Premium Pay to City retirees within the requested time frame.
Staff anticipates providing an update for City Council consideration in July 2022.

IV. BACKGROUND
ARPA is a $1.9 trillion economic stimulus bill. Within the ARPA, the SLFRF provides $350 billion for states, municipalities, counties, tribes, and territories. Of the $350 billion, the City of Carson is set to receive an estimated $17.8 million in one-time funding. In March 2022, the City Council authorized Premium Pay for staff in the amount of $12,500 each for a total amount of $7,956,000 from the City's ARPA funds.
