Title

CONSIDER AWARDING A CONTRACT WITH RMF CONTRACTING, INC. TO PROVIDE ATHLETIC FIELD LIGHT IMPROVEMENTS TO CALAS PARK (CITY COUNCIL).

I.                     SUMMARY

Capital Improvement Project (CIP) No. PW-1648 details athletic field light improvements that need to be made to Calas Park soccer/baseball/softball field. These upgrades include, but are not limited to, the removal of metal halide bulbs and old mounting equipment and the installation of new LED fixtures on the field light poles. An Invitation for Bid was released on April 21, 2022 to solicit proposals from qualified contractors. Two proposals were received by the May 16, 2022, deadline (Exhibit No. 1), and upon extensive review, RMF Contracting, Inc. (“RMF”) was determined to be the lowest responsive and responsible bidder. The City Council is asked to award a contract in a not-to-exceed amount of $207,575.00 to RMF Contracting, Inc. to complete these improvements (Exhibit No. 2).

 

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                     AWARD a construction contract with RMF Contracting, Inc. to complete athletic field light improvements at Calas Park in an amount not-to-exceed $207,575.00.

2.                     AUTHORIZE Mayor to execute the Agreement, following approval as to form by the City Attorney.

TAKE any other action the City Council deems appropriate, consistent with the requirements of applicable law.

 

 

IV.                     BACKGROUND

The Public Works Department has determined that improvements must be made to the existing field lights at Calas Park. Specifically, there are imperfections within the old lighting system that have affected youth and adult sports games. Moreover, inventory of these existing bulbs is scarce due to the bulbs becoming obsolete.

An Invitation for Bids was released via Planet Bids and the Daily Journal on April 21, 2022 to solicit vendors to complete repairs that include, but are not limited to, removing old metal halide bulbs and mounting equipment, and the installation of new LED fixtures.  By the May 16, 2022 deadline, two (2) proposals were received: 

RMF Contracting, Inc.                      $207,575.00

Ace Electric, Inc.                                           $271,700.00

Staff conducted an initial review of each submission and it was determined that RMF Contracting, Inc. is the lowest responsive and responsible bidder pursuant to Carson Municipal Code (“CMC”) Section 2612 of the City’s Purchasing Ordinance and the Public Contract Code. Moreover, the firm possessed the requisite experience and demonstrated ability, and provided a detailed approach that would effectively and efficiently perform the required services. Finally, RMF Contracting, Inc.’s references were all very positive, and RMF Contracting, Inc.’s proposal conformed to the IFB.  A notice of intent to award the contract to RMF Contracting, Inc. was issued on June 6, 2022.

The City Council is now asked to approve a contract with RMF Contracting, Inc.  to complete needed repairs at Calas Park at a total not-to-exceed cost of $207,575.00.

 

V.                     FISCAL IMPACT

Funds for this project are budged in the FY 2022-23 proposed Special Revenue   Fund 216-Park Development/Quimby budget for $207,575 in account no. 216-80-820-969-8008.
