Title

CONSIDER AWARDING A CONSTRUCTION CONTRACT WITH CALIFORNIA WATERS DEVELOPMENT, INC. TO COMPLETE NEEDED FACILITY IMPROVEMENTS AT DOMINGUEZ AQUATIC CENTER, FOISIA POOL, AND HEMINGWAY AQUATIC CENTER (CITY COUNCIL).

I.                     SUMMARY

Capital Improvement Project (CIP) Nos. 1637, 1633, 1634, and 1673 detail facility improvements that need to be made to Dominguez Aquatic Center, Foisia Pool, and Hemingway Aquatic Center.  These upgrades include, but are not limited to, the replastering and re-decking of all three sites.  To commence these projects, an Invitation for Bid was released on February 17, 2022 to solicit proposals from qualified contractors.  Four proposals were received by the March 03, 2022 deadline (Exhibit No. 1), and upon extensive review, California Waters Development, Inc. (“California Waters”) was determined to be the lowest responsive and responsible bidder. The City Council is asked to award a contract in a not-to-exceed amount of $1,032,128 to California Waters to complete these improvements (Exhibit No. 2).

 

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                     AWARD a construction contract with California Waters Development, Inc. to complete needed improvements at Dominguez Aquatic Center, Foisia Pool, and Hemingway Aquatic Center in an amount not-to-exceed $1,032,128.00.

2.                     AUTHORIZE Mayor to execute the Agreement, following approval as to form by the City Attorney.

TAKE any other action the City Council deems appropriate, consistent with the requirements of applicable law.

 

IV.                     BACKGROUND

The City of Carson is responsible for the care and upkeep of two pools, two aquatic facilities, one splash pad, and two fountains: Carson Park Pool (170,000 gallons), Foisia Park Pool (180,000 gallons), Dominguez Park Aquatic Center (170,000 gallons), and Hemingway Park Aquatic Center (150,000 gallons) for an approximate total of 670,000 gallons in volume.

The Public Works Department has determined that repairs must be made to the existing plaster and deck surfaces at Dominguez Aquatic Center, Foisia Pool and Hemingway Aquatic Center. Specifically, there are cracks within the concrete shell that have affected the existing pool plaster, and the cracks are likely leaking water through the shell and into the soil below.

An Invitation for Bids was released via Planet Bids and the Daily Journal on February 17, 2022, to solicit vendors to complete repairs that include, but are not limited to, filling minor cracks, installing several coats of acrylic, and any incidentals related to replastering the pools.  By the March 03, 2022 deadline, four (4) proposals were received: 

 

Waterline Technologies                                                               $   417,030.00

California Waters Development, Inc.                     $1,032,128.00

California Commercial Pools                                          $1,201,000.00

Condor, Inc.                                                                                    $1,537,000.00

 

Thereafter, staff conducted an initial review of each submission and determined that the proposal from Waterline Technologies, Inc. (“Waterline”) was materially non-responsive and would not be considered since they failed to bid on the entire project. Of the remaining three (3), staff concluded that California Waters Development, Inc. was the lowest responsive and responsible bidder pursuant to Carson Municipal Code (“CMC”) Section 2612 of the City’s Purchasing Ordinance and the Public Contract Code. Moreover, the firm possessed the requisite experience and demonstrated ability and provided a detailed approach that would effectively and efficiently perform the required services. California Waters’ proposal conformed to the IFB.  A notice of intent to award the contract to California Waters was issued on March 23, 2022.

The City Council is now asked to approve a contract with California Waters Development, Inc. to complete needed repairs at Dominguez Aquatic Center, Foisia Pool, and Hemingway Aquatic Center at a total not-to-exceed cost of $1,032,128.

V.                     FISCAL IMPACT

Funding for these projects is included in the FY 2022-23 proposed Special Revenue budget Fund 222-County Park District for $382,128 in account 222-80-820-904-8008 and Fund 216-Park Development/Quimby for $650,000 in account 216-80-820-969-8008. Total funding for this project is $1,032,128.
