CONSIDER APPROVAL OF AMENDMENT NO. 2 TO THE AGREEMENT WITH ADMINISTRATIVE SERVICES COOPERATIVE, INC. TO MODIFY THE CURRENT DIAL-A-RIDE SERVICE AREA MAP (CITY COUNCIL)

I.                     SUMMARY

The City’s Dial-A-Ride program is currently administered by Transportation staff, and operated by Administrative Services Cooperative, Inc. (ASC). The program offers demand-responsive taxi service to eligible residents in need of curb-to-curb transportation. On September 1, 2020, the City Council approved Amendment No.1 to the agreement, extending the program’s offerings to residents of all ages, with or without disabilities through the end of the declared Covid-19 pandemic.

To further accommodate Dial-a-Ride program participants, staff is recommending approval of Amendment No. 2 (Exhibit No. 1), to remove all travel restrictions in the defined area outside of City boundaries that is depicted in yellow and designated as “medical or social service facilities only” in the program’s current service area map (Exhibit No. 2). Participants would effectively gain access to a greater selection of grocery stores, banks, and more. All other parameters of the program would remain the same.

Should the City Council approve the recommendation, staff will announce this change through the Public Information Office, City website, and social media platforms.

II.                     RECOMMENDATION

Recommendation

TAKE the following actions:

1.                     APPROVE Amendment No. 2 to the Dial-A-Ride Services Agreement with Administrative Services Cooperative, Inc. (Exhibit No. 1; the “Amendment”).

2.                     AUTHORIZE the Mayor to execute the Amendment, upon approval as to form by the City Attorney.

TAKE any other action the City Council deems appropriate.

IV.                     BACKGROUND

The City of Carson’s Transportation Section oversees citywide transportation programs including fixed-route public bus service through Long Beach Transit and the Carson Circuit, City-subsidized first mile/last mile ride-hail services through Lyft, demand-responsive taxi service (Dial-A-Ride), and bus transportation in support of City parks and youth programs.

The program offers demand-responsive taxi service to eligible residents in need of curb-to-curb transportation. On September 1, 2020, the City Council approved Amendment No.1 to the agreement, extending the program’s offerings to residents of all ages, with or without disabilities, through the end of the declared Covid-19 pandemic.

To further accommodate participants of Dial-A-Ride, staff is recommending approval of Amendment No. 2 (Exhibit No. 1), to remove all travel restrictions in the defined area outside of City boundaries as depicted in the program’s current service area map (Exhibit No. 2). At the current moment, participants may travel to any destination within the areas highlighted in blue (i.e., areas within City boundaries) without restriction. Participants may also travel to any destination within the areas highlighted in yellow, but only if the destination is a medical or social service facility. Amendment No. 2 would remove this travel restriction, replacing the current service area map with a revised map designating these areas as “additional unrestricted destinations.” Amendment No. 2 would also make other minor cleanup edits to certain contract provisions. There is no change to the contract sum.

All other parameters of the program would remain the same. Should the City Council approve the recommendation, staff will announce this change through the Public Information Office, City website, and social media platforms.

V.                     FISCAL IMPACT

There is no fiscal impact involved with this recommendation.
