CONSIDER ADOPTING RESOLUTION NO. 22-115, AMENDING THE FISCAL YEAR 2021/22 BUDGET TO ACCEPT AN LA84 FOUNDATION GRANT IN THE AMOUNT OF $5,250 IN SUPPORT OF THE LEARN TO SWIM PROGRAM, AND APPROVING THE GRANT AGREEMENT WITH THE LA84 FOUNDATION (CITY COUNCIL)

I.                     SUMMARY

The City of Carson was awarded a $5,250 grant from the LA84 Foundation to support the Learn to Swim Program (Exhibit No. 1). This endeavor provides partial scholarships to participate in swimming lessons at the City’s four pools. In order to formally accept the funds, the City Council is asked to approve the Grant Agreement, as well as adopt Resolution No. 22-115 to allocate the cash contribution to its respective accounts. (Exhibit No. 2).

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                     APPROVE the Grant Agreement with the LA84 Foundation in the amount of $5,250.00 to support the Learn to Swim Program (Exhibit No. 1; “Grant Agreement”).

2.                     WAIVE further reading and ADOPT Resolution No. 22-115, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING THE FISCAL YEAR 2021-22 BUDGET TO ACCEPT THE LA84 FOUNDATION GRANT THAT WILL SUPPORT THE LEARN TO SWIM PROGRAM.”

3.                     AUTHORIZE Mayor to execute the Grant Agreement and resolution, following approval as to form by City Attorney.

IV.                     BACKGROUND

The LA84 Foundation (Foundation) is a nationally recognized leader in support of youth sport programs and public education about the role of sports in positive youth development. The foundation, with 30 years of on-the-ground experience, has funded thousands of Southern California youth sports organizations through grants, while also training coaches, commissioning research, convening conferences, and acting as a national thought leader on important youth sports issues. LA84 levels the playing field so that sport is accessible to all children, while elevating the field of youth sports as an integral part of American life.

Since its inception, the Foundation has impacted more than 3 million youth and their families, trained over 75,000 coaches, and supported over 2,200 not-for-profit partners. Approximately 30,000 young people are reached annually through LA84 programs, with female participants comprising 42% of this amount.

The last grant received from LA84 Foundation was approved by City Council on Tuesday, May 21, 2019.  A grant agreement was approved for $10,000.00 along with Resolution No. 19-111 that provided partial scholarships and a T-shirt to youth who wish to participate in swimming lessons, swim team (water polo) and artistic swim (synchronized swimming).

LA84 recently notified staff that the City was awarded a $5,250.00 grant to support the Learn to Swim Program at four pools. This endeavor provides partial scholarships to participate in swimming lessons at the City’s four pools. The goal for the 2022 LA84 Foundation Learn to Swim funding opportunity is to reach 175 unduplicated youth, ages 7-17.

V.                     FISCAL IMPACT

Should the City Council approve staff’s recommendations, the funds will be deposited into the LA84 Foundation Grant Account No. 101-90-950-101-4620.
