CONSIDER ADOPTING RESOLUTION NO. 22-112 THAT WILL ACCEPT A $57,000 GRANT FROM THE SOUTH BAY CENTER FOR COUNSELING (SBCC) TO SUPPORT THE PREVENTION AND AFTERCARE PROGRAM,  AND APPROVING A NEW SUBCONTRACT WITH THE SOUTH BAY CENTER FOR COUNSELING FOR THE PREVENTION AND AFTERCARE PROGRAM'S ACTIVITIES AND SERVICES  (CITY COUNCIL)

I.                     SUMMARY

Since 2015, the City of Carson has been awarded grants from the South Bay Center for Counseling (SBCC) in support of the Prevention and Aftercare Program. The endeavor is designed to strengthen family resilience and nurture the development of healthy behaviors. SBCC recently notified the City that it will be receiving $57,000 in grant funding to provide services through June 30, 2023. To formally accept the money, staff is requesting that the City Council adopt Resolution No. 22-112 that would appropriate the funds to the appropriate accounts (Exhibit No. 1).  Also as part of the recommended action, the City Council is asked to approve the proposed new one-year subcontract between the City and SBCC (Exhibit No. 2) for an initial term running from July 1, 2022 through June 30, 2023, with City options to extend the term thereafter for two (2) one-year extensions periods and one (1) six-month extension period. This term/extension structure would allow the agreement to align with the 2021 Prime Contract between the County of Los Angeles and SBCC that dictates provisions of the subcontracts with service provider agencies, including the proposed subcontract.

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                     WAIVE further reading and ADOPT Resolution No. 22-112, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, ACCEPTING A $57,000 GRANT FROM THE SOUTH BAY CENTER FOR COUNSELING TO SUPPORT THE PREVENTION AND AFTERCARE PROGRAM” (Exhibit No. 1). 

2.                     APPROVE the “Subcontract for Prevention and Aftercare Program Activities and Services” with SBCC to support the Prevention and Aftercare Program (Exhibit No. 2; the “Subcontract”).

3.                     AUTHORIZE the Mayor to execute the Subcontract, following approval as to form by the City Attorney.

IV.                     BACKGROUND

Since 2008, the City of Carson has been awarded a reimbursement grant from the South Bay Center for Counseling (SBCC).  The funds were initially used to underwrite the Prevention Initiative Demonstration Project and Family Support programs that created youth leadership initiatives. It was hoped that these endeavors would provide young people the opportunity to develop skills they can use to improve their lives and the community, as well as give families activities and workshops to help strengthen their family bonds. 

In 2015, SBCC partnered with the City on a new initiative that provides services such as family coaching, goal setting, and referrals to families in Carson and surrounding communities.  Called the Prevention and Aftercare Program, it was initially funded by SBCC for a term of five years.  The objectives of the Program include:

                     Prevention of maltreatment before it occurs

                     Prevention of child abuse/neglect among families at risk through the provision of supportive family services

                     Increased child safety within the home and preservation of families in which children have been maltreated, when the family’s problems can be effectively addressed. 

A new prime contract was entered into between the County and SBCC effective March 1, 2021, and the City and SBCC entered into the first subcontract under the new prime contract effective the same date. The term of that subcontract is set to expire on June 30, 2022. The City recently received notice from SBCC that it is being awarded $57,000 to support the Program through June 30, 2023. The associated proposed Subcontract provides for a new program term that would initially continue through June 30, 2023, with two (2) optional one-year extensions and an additional six-month extension thereafter. These extensions would allow the City’s program services to align with the 2021 Prime Contract, to continue for the full term thereof provided the City’s subsequent options to extend are exercised based on subsequent annual awards.  To allow the Program to continue through at least June 30, 2023, as dictated by grant awards, staff recommends that the City Council adopt the proposed resolution and approve the new subcontract.

V.                     FISCAL IMPACT

Should the City Council approve staff’s recommendation, there is no fiscal impact to the General Fund. The grant funds will be reflected in both the revenue estimate in Account No. 210-99-999-999-4513, and in the expenditure budget in Account No. 210-90-950-980-6009.
