CONSIDER ADOPTING RESOLUTION NO. 22-112 THAT WILL ACCEPT A $57,000 GRANT FROM THE SOUTH BAY CENTER FOR COUNSELING (SBCC) TO SUPPORT THE PREVENTION AND AFTERCARE PROGRAM, AND APPROVING A NEW SUBCONTRACT WITH THE SOUTH BAY CENTER FOR COUNSELING FOR THE PREVENTION AND AFTERCARE PROGRAM'S ACTIVITIES AND SERVICES (CITY COUNCIL)

I. SUMMARY

Since 2015, the City of Carson has been awarded grants from the South Bay Center for Counseling (SBCC) in support of the Prevention and Aftercare Program. The endeavor is designed to strengthen family resilience and nurture the development of healthy behaviors. SBCC recently notified the City that it will be receiving $57,000 in grant funding to provide services through June 30, 2023. To formally accept the money, staff is requesting that the City Council adopt Resolution No. 22-112 that would appropriate the funds to the appropriate accounts (Exhibit No. 1). Also as part of the recommended action, the City Council is asked to approve the proposed new one-year subcontract between the City and SBCC (Exhibit No. 2) for an initial term running from July 1, 2022 through June 30, 2023, with City options to extend the term thereafter for two (2) one-year extensions periods and one (1) six-month extension period. This term/extension structure would allow the agreement to align with the 2021 Prime Contract between the County of Los Angeles and SBCC that dictates provisions of the subcontracts with service provider agencies, including the proposed subcontract.

II. RECOMMENDATION

TAKE the following actions:
1. WAIVE further reading and ADOPT Resolution No. 22-112, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, ACCEPTING A $57,000 GRANT FROM THE SOUTH BAY CENTER FOR COUNSELING TO SUPPORT THE PREVENTION AND AFTERCARE PROGRAM" (Exhibit No. 1).
