CONSIDER ADOPTION OF RESOLUTION NO. 22-113 "A RESOLUTION OF THE CITY OF CARSON, CALIFORNIA, APPROVING THE SUSTAINABLE COMMUNITIES GRANTS (STATE - SB 1) RESTRICTED GRANT AGREEMENT BETWEEN THE STATE OF CALIFORNIA DEPARTMENT OF TRANSPORTATION (CALTRANS) AND THE CITY OF CARSON FOR THE CARSON ACTIVE TRANSPORTATION PROGRAM AND CONNECTIVITY PLAN GRANT PROJECT" (CITY COUNCIL)

I.                     SUMMARY

 

The California Department of Transportation conditionally awarded the City of Carson with $358,000 of grant funding under the Sustainable Transportation Planning Grant Program to complete the Carson Active Transportation and Community Connectivity Plan (CAT-CP).  As part of the conditional grant award, Caltrans set conditions for the City of Carson to meet, including the adoption of a resolution that approves the terms of the Sustainable Communities Grants (State SB-1) Restricted Grant Agreement for the Carson Active Transportation and Connectivity Plan Grant Project and authorizes the City Manager to complete and execute the agreement with the California Department of Transportation.                     

 

II.                     RECOMMENDATION

Recommendation

TAKE the following action:

1.                     WAIVE further reading and ADOPT Resolution No. 22-113 “A RESOLUTION OF THE CITY OF CARSON, CALIFORNIA, APPROVING THE SUSTAINABLE COMMUNITIES GRANTS (STATE - SB 1) RESTRICTED GRANT AGREEMENT BETWEEN THE STATE OF CALIFORNIA DEPARTMENT OF TRANSPORTATION (CALTRANS) AND THE CITY OF CARSON FOR THE CARSON ACTIVE TRANSPORTATION PROGRAM AND CONNECTIVITY PLAN GRANT PROJECT”.

 

2.                     AUTHORIZE the Mayor to sign the Resolution after approval as to form by the City Attorney.

III.                     ALTERNATIVES

1.                     DO NOT ADOPT the Resolution. However, this will deny City’s request for reimbursement in the future.

2.                     TAKE another action the City Council deemed appropriate consistent with the requirements of the law. 

 

IV.                     BACKGROUND

The City of Carson has received a conditional award of State SB-1 Road Maintenance and Rehabilitation Account (RMRA) Sustainable Transportation Planning Grant Program (Sustainable Communities Competitive Grant Category) funding for the Carson Active Transportation and connectivity Plan grant project through Caltrans.  Caltrans has provided a form Sustainable Communities Grants (State SB-1) Restricted Grant Agreement that is needed to be completed and fully executed between the City and Caltrans relative to the Grant Project before such funds can be reimbursed through the Transportation Planning Grant Program (Exhibit No. 1).  Per grant conditions, the City must submit to Caltrans, by July 3, 2022, a current (less than one year old) City resolution that includes the grant project title and job title of the person authorized to enter into a contract with Caltrans (Exhibit No. 2). Caltrans will convey State Grant restricted funds to the City, the funds will be used for the purpose of conducting transportation studies or planning. All services performed by the City pursuant to the agreement shall be performed in accordance with California Senate Bill No. 1 (SB-1) (Chapter 5, Statutes of 2017) also known as Road Repair and Accountability Act of 2017.

Staff requests that the City Council approve the Sustainable Communities Grants (SB 1) Restricted Agreement and authorize the City Manager or its designee to complete the Agreement.

 

V.                     FISCAL IMPACT

None. If Resolution is not adopted, the City of Carson will forfeit the $358,000 of grant funding.
