I.                     SUMMARY

On May 23, 2022, the Carson City Council heard an appeal of the approval of a Supplemental Environmental Impact Report and Vesting Tentative Tract and considered the Specific Plan Amendment and General Plan Amendment among other entitlements for the District at South Bay Project, specifically the proposal made by Faring Capital and Carson Goose Owner, LLC (“Developer”).

Also approved were a Development Agreement between the City and the Developer, and a Cooperation Agreement by and between the City and the Carson Reclamation Authority Board describing the various obligations of the parties in the construction of the public infrastructure on the site.  The Authority Board also approved the Cooperation Agreement at the same meeting.

Staff made a presentation to the Council and the public describing the history of the site, some of the environmental issues affecting the feasibility of development, and the planning approvals in front of the Council at that meeting.  This action provides the same presentation to the Authority Board in the form of a Receive and File, since the Board was present at the May 23 meeting and heard the oral presentation.
