CONSIDER APPROVAL OF PLANS, SPECIFICATIONS AND ESTIMATES, AND AUTHORIZATION TO ADVERTISE FOR CONSTRUCTION BIDS FOR  PROJECT NO. 1694: CITY WIDE BRIDGE MAINTENANCE AND REPAIRS (CITY COUNCIL)

I.                     SUMMARY

Project No. 1694: City Wide Bridge Maintenance and Repairs is listed in the City’s Capital Improvement Program (CIP) (Exhibit No. 1). This project will be funded by Measure M, MRHP, and General Fund.

Project No. 1694 includes bridge maintenance work such as patching concrete spalls on decks, concrete barriers, substructure columns, sealing deck cracks, repairing damaged and missing guardrails, painting superstructure steel members, and debris removal.

The Plans, Specifications and Estimates (PS&E) for Project No. 1694: City Wide Bridge Maintenance and Repairs has been completed and is ready for construction bids. The PS&E are on file in the City Engineer’s Office.  The estimated construction cost is $750,000.00.

It is requested that the City Council approve the PS&E and authorize staff to advertise for construction bids.

 

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                     APPROVE the plans, specifications, and estimates, and order the work for Project No. 1694: City Wide Bridge Maintenance and Repairs for FY 2021/22.

2.                     AUTHORIZE staff to advertise the work and call for construction bids for Project No. 1694: City Wide Bridge Maintenance and Repairs.

III.                     ALTERNATIVES

1.                     DO NOT APPROVE the PS&E and the call for bids.

2.                     TAKE another action the City Council deems appropriate, consistent with the requirements of the law.

 

IV.                     BACKGROUND

Project No. 1694: City Wide Bridge Maintenance and Repairs is listed in the City’s Capital Improvements Program (CIP). This project is programmed for FY 2021-2022 funded by MRHP, Measure M, and General Fund. The estimated construction cost is $750,000.00.

 

Caltrans Structure Maintenance and Investigations Department performed various bridge inspections throughout the City of Carson. Reports of the inspections were sent to the City of Carson, indicating deficiencies, structural adequacy, safe load carrying capacity, and overall general conditions of the bridges. Each inspection report contains a summary section with work recommendations by Caltrans. Project No. 1694 City Wide Bridge Maintenance and Repairs is intended to complete the work recommendations by Caltrans for the following bridges:

Bridge 53C1457 (1347) Main St. & Dominguez Channel

Bridge 53C1525 (1478) 220 St. & 110 Fwy / Figueroa St.

Bridge 53C2004 (4011) Del Amo Blvd. / 405 Fwy & Dominguez Channel

Bridge 53C1135 (1744) Main St. / 405 Fwy

Bridge 53C2013 (1947) Sepulveda Blvd. / Alameda St.

Bridge 53C2459 (1975) Central Ave. / 91 Fwy

Bridge 53C0845 (2025) 223rd St. / Alameda St.

The plans and specifications for Project No. 1694: City Wide Bridge Maintenance and Repairs have been completed by the Engineering Services Division of the Public Works Department and are now ready to be advertised for construction bids.

V.                     FISCAL IMPACT

No funding is being requested as part of this staff report. Staff is merely asking for approval of the PS&E and authorization to advertise the work for construction bid. The preliminary estimated construction cost of the project is $750,000.00 and it is anticipated that the MRHP, Measure M, and General fund will be used to cover the construction cost of this project.
