I. SUMMARY

On December 16, 2021, the Public Works Department released a Request for Proposal (RFP) 21-047 for the development of a Stormwater Facilities Master Plan. This plan will aid the City of Carson in consolidating into one plan municipal stormwater quality compliance; targeted drainage and flood improvements; operations, maintenance, and non-structural program management; and a financial strategy. Furthermore, it will enable the City to make informed decisions on which stormwater-related projects need to be implemented.
The RFP was advertised on Planet Bids on December 16, 2021. On January 4, 2022, five firms attended the pre-proposal meeting, but only two submitted proposals on February 10: 1) Michael Baker International (MBI) and 2) Craftwater Engineering. The bids were opened by the City Clerk on February 10, 2022; both proposals submitted meet the needs of the City and the requirements of the RFP.
The Engineering selection committee reviewed the proposals and scored them using the criteria set forth in the RFP. The two proposals were competitive, and due to the tight scoring, the selection committee decided to interview the proposers separately via remote videoconferencing. The team interviews consisted of pointed and specific questions by the committee to determine and better understand the team capabilities, scope of services offered, and their knowledge of the Los Angeles Regional Water Quality Control Board (LARWQCB). The responses by the proposers during the team interviews were a determining factor for the selection of the winning proposal.
