IV.                     BACKGROUND

On June 15, 2021, City Council approved the Radio Project which funded the purchase of radios, radio equipment, batteries and chargers required to transition the City’s use of UHF radio system to the Los Angeles Regional Interoperability Communication System (LA-RICS). This transition will allow communication compatibility between City partners such as the Sheriff’s Department, Fire Department and CSU, Dominguez Hills.

City Council also adopted Resolution No. 21-073 to fund Phase 1 & 2 of the project in FY 2020/21, however, only Phase 1 was implemented in FY 2020/21 and no funds were carried forward for the project in FY 21/22.

On October 5, 2021, City Council approved a contract with Mission Critical Information Systems to provide the essential services to complete Phase 2 of the project. In January 2022, Public Safety received all radios and equipment needed to complete Phase 1 of the project. Public Safety is now ready to implement Phase 2 which will primarily cover the installation, programming interoperability communication and maintenance of the radios and equipment.

Funds in the City Manager’s budget have been identified as funds available that can be used for this purpose. Staff is now requesting City Council to adopt Resolution No. 22-072 - a Resolution approving the budget transfers in the FY 21/22 General Fund budget.

V.                     FISCAL IMPACT

If City Council approves staff’s recommendation, funds will be transferred according to Resolution No. 22-072 with no fiscal impact.
