TO PROVIDE CONSTRUCTION MANAGEMENT SERVICES FOR PROJECT NO. 675 - SEPULVEDA BRIDGE WIDENING FROM ALAMEDA TO THE EAST CITY LIMIT AND APPROVE RESOLUTION NO. 22-050 “A RESOLUTION OF THE CITY OF CARSON CITY COUNCIL AMENDING THE FISCAL YEAR 2021-22 BUDGET IN THE GENERAL FUND” (CITY COUNCIL)

I.                     SUMMARY

 

The Public Works Department released a Request for Proposal (RFP) 21-040 to engage a construction management firm qualified to provide professional services for Project No. 675 Sepulveda Bridge Widening from Almeda Blvd. to the east city limit (Exhibit No.1).

The RFP was advertised on Planet Bids from October 21, 2021 to December 2, 2021. Five firms submitted their proposals, the proposals were reviewed, and the firms were placed on a ranking list.  The top ranked and most qualified firm was determined to be EXP US Services, Inc. (Exhibit No. 2)

It is requested that the City Council approve a two-year Professional Services Agreement with EXP US Services, Inc., to provide Construction Management Services for Project No. No. 675 Sepulveda Bridge Widening Project for a not-to-exceed amount of $1,216,963 (Exhibit No. 3).

 

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                     APPROVE a Professional Services Agreement with EXP US Services, Inc. to provide Construction Management Services for Project No. No. 675 Sepulveda Bridge Widening Project, for a negotiated fee not-to-exceed $1,216,963.00

2.                     AUTHORIZE the Mayor to execute the Professional Services Agreement following approval as to form by the City Attorney.

 

3.                     WAIVE further reading and ADOPT RESOLUTION NO. 22-050 “A RESOLUTION OF THE CITY OF CARSON CITY COUNCIL AMENDING THE FISCAL YEAR 2021-22 BUDGET IN THE GENERAL FUND” (Exhibit No. 4)

2.                     TAKE another action the City Council deems appropriate and consistent with the requirements of the law.

IV.                     BACKGROUND

 

The City’s Capital Improvement Program (CIP) calls for the design and construction of Project No. 675:  Sepulveda Boulevard Widening from Alameda Street to the East City Limit (Exhibit No. 1).  The project involves the widening and improvement of the roadway and bridge along Sepulveda Boulevard to provide three lanes of traffic in both directions, construction of new sidewalk, relocation of existing SCE electrical poles and the modification of the existing traffic signal. The goal of this project is to increase the vehicle capacity, improve traffic circulation, and improve the condition of the pavement along the corridor.

 

The design consultant, RKA Consulting, is completing the plans, specifications and estimates and is now in the final design stage of the widening project. The City has been working to secure the necessary permits from various public agencies such as Los Angeles County Flood Control District, Regional Water Quality Control Board, California Fish and Wildlife, and U.S. Army Corps of Engineers. Work with other utility companies and other stakeholders has also been coordinated by the Design Consultant in conducting the final design of the widening project.

 

Because of the need to retain the services of a consulting firm which has full knowledge of and extensive experience in managing the construction of similar projects, the Engineering Services Division staff released an RFP on October 21, 2021 and conducted a job walk on October 28, 2021 in which ten prospective bidders participated. On December 2, 2021, five proposals were received. Staff reviewed the five proposals and selected the top three firms for interviews which were completed on February 10, 2022 and ranked them as follows:

The evaluations and rankings for the selection of the construction management firm were performed in accordance with Section 2611 of the Carson Municipal Code, which provides that the “procurement of the professional services of any…construction project manager…or other provider of professional services involving a high degree of technical or individual skill shall be based on demonstrated competence, the professional qualifications necessary for satisfactory performance of the required services, and a fair and reasonable price.”

 

The selection team ranked EXP US Services, Inc. as the most qualified firm for this project at the second lowest cost.  EXP US Services, Inc. is a highly experienced company which has specialized knowledge in providing construction management for many years. EXP US Services, Inc. has successfully completed several related projects in the past.  In addition, EXP US Services, Inc. managed the construction of a similar project over the Dominguez Channel area. Their team is ready to provide the city with the expertise required to successfully and effectively complete the Sepulveda Bridge Widening project. Their team includes construction managers, project engineers, project inspectors, administrative personnel, specialty inspectors, and staff who have extensive experience in overall construction management services necessary for and beneficial to all aspects of Public Works construction.

 

Staff negotiated with EXP US Services, Inc. to meet both cost and scope requirements of the bridge project. Thereafter, the city issued a Notice of Intent to Award (NOI) on March 2, 2022, selecting EXP US Services, Inc. as the purported winning proposal.

 

The plans and specifications for this project have been substantially completed.  The selected consultant will be responsible for managing the completion of the project from the pre-construction, construction, and post construction phases including completion of punch list items. The consultant will also be responsible in completing a Constructability Review of the plans and specifications before the Design consultant completes the final design. It is anticipated that the constructability review will be completed by the end of June, and the plans and specifications should be complete and ready to go out for construction before the end of the year 2022.

 

Staff, therefore, recommends the approval of a Professional Services Agreement with EXP US Services, Inc. to provide construction management services for this project for a not to exceed amount of $1,216,963.00.

 

V.                     FISCAL IMPACT

Funds for this project were not included in the FY2021/22 budget; therefore, if the Professional Services Agreement is approved, the budget will need to be increased by $60,244. Funds should be appropriated from Fund 283 MM PS&E to the Special Revenue fund account no. 283-80-820-904-6004.
