CONSIDER APPROVAL OF AMENDMENT NO. 6 TO AN AGREEMENT WITH TYLER TECHNOLOGIES, INC. TO PROVIDE THE CITY WITH ONLINE PAYMENT PROCESSING CAPIBILITIES, ENERGOV SERVICES TO ALLOW THE CITY TO AUTOMATE ITS OPERATIONS IN BUSINESS LICENSE, PERMITTING, PLANNING, CODE ENFORECEMENT  AND INSPECTION.

I.                     SUMMARY

A Request for Proposal (RFP) process was conducted in 2014.  A selection for recommendation was made in 2015. On November 9, 2015, the Technology Advancement and Innovation Commission was given an overview of Tyler Technologies’ MUNIS system and sent a letter of support to the Mayor and City Council on January 25, 2016. Staff is seeking City Council approval to amend the contract with Tyler Munis Technologies, INC to extend the term of the agreement and revise the scope of work to provide the City with online payment processing capabilities, ENERGOV services to allow the City to automate its operations in business license, permitting, planning, code enforcement and inspection.

  .II.                     RECOMMENDATION

Recommendation

1.                     APPROVE Amendment No. 6 to agreement 16-006 between the City of Carson and Tyler Munis Technologies, INC to increase the contract sum by $2,106,596.36 which, when added to the existing Contract Sum of $1,097,399.46 will result in an increased total Contract Sum of $3,203,995.82.

2.                     AUTHORIZE the Mayor to execute the amendment following approval as to form by the City Attorney.

IV.                     BACKGROUND

On September 18, 2014, the City released an RFP for an Enterprise Resource Planning (ERP) system. The RFP listed key features and functions desired in order to improve the quality and quantity of services offered to the public, as well as internal management of the City’s resources. The Purchasing Division published RFP P14-09 for Enterprise Resource Planning (ERP) System that is Public Sector Specific. Four (4) responses were received and reviewed by staff and on November 28, 2016, the City Council approved a six years agreement with Tyler Technologies INC.

 

Staff were able to implement two phases:

                     Phase (1): Core Financial

The implemented modules included functional areas such as

-                     Accounting General Ledger

-                     Cash management

-                     Project and Grants Accounting

-                     Budgeting

-                     Requisitions

-                     Purchase Orders

-                     eProcurement

-                     Accounts Payables

-                     Accounts Receivables

-                     General Billing

-                     Annual Audit financial reporting

-                     Fixed Assets

-                     Tyler Cashiering

                     Phase (2): Human Resources & Payroll

The implemented modules included functional areas such as

-                     Payroll with Employee Self-Service

-                     Human Resources Management

 

Amendment no. 6 will allow the City to implement the following functional areas:

-                     Permits and Code Enforcement

-                     Business License

-                     Online Payment

-                     Citizen Self Services

-                     EnerGov integrating GIS functionality

-                     Training staff on how to use ERP system

-                     SaaS Clouds Services

-                     Community Development and Business Development suites

 

 

V.                     FISCAL IMPACT

There is no fiscal impact to the General Fund.  The total appropriation is available and funded by the American Rescue Plan Act (ARPA) fund.
