I. SUMMARY

This item transmits Budget Resolution 22-059 for City Council consideration. Approval of this Resolution allows the City to allocate $169,365.55 of the Coronavirus State and Local Fiscal Recovery Funds to replenish City of Carson General Funds that were used to pay employee salaries during the mandated City furloughs during the pandemic.
No additional funding is requested for this item because the allocation would be drawn from existing funding that City Council approved at the March 15, 2022, City Council meeting.

IV. BACKGROUND

The City of Carson received a one-time payment of $17,776,763 under the American Rescue Plan Act 2021 (ARPA), which launched the Coronavirus State and Local Fiscal Recovery Funds (SLFR) program. At the March 15, 2022, City Council Meeting, the City Council discussed and approved various allocations for the SLFR funds.
Approval of this item would allocate $169,365.55 to replenish City of Carson General Funds that were used to pay employee salaries during the mandated City furloughs during the pandemic. This amount would be drawn from the $500,000 allocation that City Council approved for upgrading the City's Emergency Operations Center (E.O.C.), leaving $330,634.45 remaining for these upgrades.

V. FISCAL IMPACT

There is no fiscal impact associated with this item because it allocates funding in the amount of $169,365.55 from one account (EOC $500,000) to another from the overall SLRF amount. No additional funding beyond what City Council has already approved is necessary.
