CONSIDER RESOLUTION NO. 22-017 APPROVING THE CITY OF CARSON’S APPLICATION FOR LAND AND WATER CONSERVATION FUND CARRIAGE CREST PARK PROJECT AND RESOLUTION NO. 22-018 APPROVING THE CITY OF CARSON’S APPLICATION FOR LAND AND WATER CONSERVATION FUND FOISIA PARK PROJECT (CITY COUNCIL)

I.                     SUMMARY

The Congress under Public Law 88-578 has authorized the establishment of a federal Land and Water Conservation Fund Grant-In-Aid program, providing Matching funds to the State of California and its political subdivisions for acquiring lands and developing Facilities for public outdoor purposes.

The California Department of Parks and Recreation, Office of Grants and Local Services (OGALS) is responsible for administration of the program in the State, setting up necessary rules and procedures governing Applications by local agencies under the program.

Staff is requesting that the City Council certifies by resolution 22-017 and 22-018 the approval of the applications for Carriage Crest Park and Foisia Park and the availability of eligible Matching funds prior to submission of the Applications to the State.

 

II.                     RECOMMENDATION

Recommendation

1.                     WAIVE further reading and ADOPT Resolution No. 22-017, “RESOLUTION OF THE CITY OF CARSON, CALIFORNIA Approving the Application for Land and Water Conservation Fund Carriage Crest Park Project.”

2.                     WAIVE further reading and ADOPT Resolution No. 22-018, “RESOLUTION OF CITY OF CARSON, CALIFORNIA Approving the Application for Land and Water Conservation Fund FOISIA Park Project.”

IV.                     BACKGROUND

The Land and Water Conservation Fund (LWCF) grants provide funding for the acquisition or development of land to create new outdoor recreation opportunities for the health and wellness of Californians.  Since 1965, over one thousand parks throughout California have been created or improved with LWCF assistance.

The California Department of Parks and Recreation’s Office of Grants and Local Services (OGALS) is responsible for the administration of the LWCF program in the State as the application due date is Tuesday, February 1, 2022. A total of $45 million in projects for California will be selected. This is the largest amount of Land and Water Conservation Funding made available in the past two decades. The Maximum Grant Amount per Application is $6M. There is a minimum 50% match of the total project cost, therefore projects that are expected to cost at least $12M can request the maximum grant amount of $6M to be reimbursed through the LWCF program. There is no set minimum grant request amount.

The projects eligible for LWCF include acquisition or development projects for outdoor recreation opportunities. From urban to rural, neighborhood and city parks, to regional open space areas for outdoor recreation - all are eligible.

Extra credit is awarded to acquisition projects where the land will be readily available for park and recreation purposes upon the close of escrow. For example, an existing fire road that can be used by the public as a recreational trail immediately upon the transfer of land, can score bonus points.

All outdoor recreation features are eligible.

Examples of Outdoor Recreation Features Eligible for LWCF Grants:

                     Athletic fields (soccer regulation size or "futbol-rapido," baseball/softball, football).

                     Athletic courts (basketball, "futsal," tennis, pickleball).

                     Community gardens, botanical orchards demonstration gardens and orchards.

                     Dog park.

                     Running track/walking loop, par course.

                     Non-motorized trail, pedestrian/bicycle bridge, greenbelt/linear.

                     Outdoor amphitheater/performing arts dance, music, and theater stage.

                     Outdoor gym exercise equipment.

                     Open space and natural area for recreation.

                     Picnic/Bar-B-Que areas.

                     Playground and tot lot.

                     Plaza, Zocalo, Gazebo.

                     Skate park, skating rink, and BMX or pump track (non-motorized bike tracks).

                     Splash pad or outdoor pool, fishing pier or paddling launch site.

                     Lighting to allow for extended nighttime use of a recreation feature.

The City of Carson is interested in submitting two competitive grant applications before the due deadline of Tuesday, February 1, 2022.  A majority of the required information has already been completed when the City submitted two grant applications for the Prop 68 competitive grant back in March 2021. Unfortunately, the City of Carson was notified December 2020 that both Carriage Crest and Foisia Park applications were not selected for Prop 68 competitive funding.

Staff is requesting that the City Council certifies by resolution 22-017 and 22-018 the approval of the applications for Carriage Crest Park and Foisia Park and the availability of eligible Matching funds prior to submission of the Applications to the State.
