UPDATE ON DOMINGUEZ CHANNEL ODOR INCIDENT (CITY COUNCIL)

I. SUMMARY

This item transmits an informational update to the City Council and the Carson community on the status of the Dominguez Channel Odor Incident.
Conditions have continued to improve with respect to the Dominguez Channel (the "Channel"). Los Angeles County Public Works is anticipated to provide an update at the February 1, 2022, City Council meeting regarding the Dominguez Channel improvements in the City of Carson. It is anticipated that the long-term planning vision will be presented at the second meeting in February.
The City will continue to advocate for the interests of Carson residents with respect to the restoration of the Channel. While the Channel is owned by the Army Corps of Engineers and maintained by the Los Angeles County Department of Public Works, the City will continue to work with our government partners and elected officials to help ensure the crisis associated with the Channel does not occur again.
The County's efforts of adding aeration into the Channel did increase the dissolved oxygen in the Channel to aerobic conditions, and the hotel program ended on November 26. Air quality testing shows continuing improvement as well. Significant rainfall during December and January has also contributed to the improved water quality. However, further testing is recommended to confirm the effectiveness and the ongoing amelioration of the conditions. The County Public Health has not yet called an end to the nuisance/emergency.
