CONSIDER APPROVAL OF THE PLANS, SPECIFICATIONS, AND ESTIMATES FOR PROJECT NO. 1614: TRAFFIC SIGNAL INSTALLATION AT THE INTERSECTION OF DEL AMO BOULEVARD AND STAMPS DRIVE, AND AUTHORIZE STAFF TO ADVERTISE FOR CONSTRUCTION BIDS (CITY COUNCIL)

I.                     SUMMARY

Project No. 1614: Traffic Signal Installation at the intersection of Del Amo Boulevard and Stamps Drive is included in the City’s Capital Improvement Program (CIP) list. Progress has been made and the project plans, specifications, and estimates (PS&E) that were prepared by Michael Baker International (MBI) are available for review in the City Engineer’s Office. The project is now ready for construction bid with a total estimated construction cost of $500,000.00.

This project is subject to the requirement of the City's Master Project Labor Agreement (PLA) and the City’s Enhanced Electrical Safety Policy (EESP).  The selected contractor and all subcontractors have an obligation to comply with the terms of the PLA and the EESP.

Staff requests that City Council approve the PS&E and authorize staff to advertise this project for construction bids.

The PS&E are on file in the City Engineer’s Office.  II.                     RECOMMENDATION

Recommendation

TAKE the following actions:

 

1.                     APPROVE the Plans, Specification and Estimates for Project No. 1614: Traffic Signal Installation at the intersection of Del Amo Boulevard and Stamps Drive.

 

2.                     AUTHORIZE staff to advertise the work and call for construction bids for Project No. 1614: Traffic Signal Installation at the intersection of Del Amo Boulevard and Stamps Drive.

IV.                     BACKGROUND

The City’s Capital Improvement Program (CIP) calls for the construction of Project No. 1614: Traffic Signal Installation at the intersection of Del Amo Boulevard and Stamps Drive (Exhibit No. 1).

Del Amo Boulevard is a roadway that provides east-west access to the City, classified as a major highway with three travel lanes in each direction, and approximately 86 feet wide. Stamps Drive is a 70-foot-wide local street to the south (where it enters the former Cal Compact Landfill) and the entrance to the Evolve South Bay Apartments to the north. The intersection of Del Amo Boulevard and Stamps Drive is stop-controlled on the north and southbound Stamps Drive approaches while un-controlled on the eastbound and westbound Del Amo Boulevard approaches.

The City retained the services of Michael Baker International (MBI) to prepare the PS&E for this project. The project consists of installation of crosswalk on the north, south and west legs of the intersection, installation of video detection system, and upgrade of the existing wheelchair ramps to meet the American with Disability Act (ADA) requirements, and installation of new full traffic signals. This project will improve the pedestrian and traffic safety at the intersection. 

MBI completed the PS&E and it is consistent with staff’s requirements.

V.                     FISCAL IMPACT

It is anticipated that funding in the amount of approximately $575,000.00 ($500,000.00 - construction cost + $75,000.00 - contingency cost) will be needed to cover the total project completion cost. After construction bids are received, staff will come back to City Council to request funding, amending the City’s budget, and to award a construction contract.  The funds for this project are available in the City’s Interim Development Impact Fees (under “Other”) from a traffic impact mitigation fee paid by MBK Homes, the developer of the Evolve South Bay Apartments and will not need to be paid from the City’s General Fund.
