CONSIDER APPROVAL OF PLANS, SPECIFICATIONS AND ESTIMATES, AND AUTHORIZATION TO ADVERTISE FOR CONSTRUCTION BIDS FOR PROJECT NO. 1641: GARDENA BOULEVARD STREET IMPROVEMENT FROM FIGUEROA STREET TO EAST OF AVALON BOULEVARD (CITY COUNCIL)

I. SUMMARY
Project No. 1641: Gardena Boulevard Street Improvement from Figueroa Street to east of Avalon Boulevard is listed in the City’s Capital Improvement Program (CIP) (Exhibit No. 1). This project will be funded by the Road Maintenance and Rehabilitation Account (RMRA) funds authorized by the California Transportation Commission (CTC), also known as SB-1 funds.
The project includes pavement rehabilitation, concrete reconstruction (such as curb, gutter, sidewalks, driveways) and tree removal & replacement.
The Plans, Specifications, and Estimates (PS&E) for Project No. 1641: Gardena Boulevard Street Improvement from Figueroa Street to east of Avalon Boulevard have been completed and are ready for construction bids. The PS&E are on file in the City Engineer’s Office. The estimated cost is $3,409,000.00.
It is requested that the City Council approve the PS&E and authorize staff to advertise for construction bids.
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. APPROVE the plans, specifications, and estimates, and order the work for Project No. 1641: Gardena Boulevard Street Improvement from Figueroa Street to east of Avalon Boulevard for FY 22/23.
2. AUTHORIZE staff to advertise the work and call for construction bids for Project No. 1641: Gardena Boulevard Street Improvement from Figueroa Street to east of Avalon Boulevard.

2. TAKE another action the City Council deems appropriate, consistent with the requirements of the law.
IV. BACKGROUND
Project No. 1641: Gardena Boulevard Street Improvement from Figueroa Street to east of Avalon Boulevard is listed in the city’s Capital Improvements Program (CIP). This project is listed as the City’s fourth SB-1 project for FY 2022-23 funded by RMRA funds authorized by the California Transportation Commission (CTC) in the amount of $2,060,000.00.
Gardena Boulevard is an east-west, four- to five-lane secondary arterial street zoned for light- and heavy industrial and commercial land uses. The length of this corridor is approximately 1.11 miles, and the project includes pavement section reconstruction, asphalt concrete pavement overlay; concrete reconstruction such as repair of damaged sidewalks, driveway approaches, curbs and gutters, and access ramps; and tree removal and replacement. The required concrete improvements were identified as outlined in the 2017 Sidewalk Assessment Report (SAR) completed for the City, and will repair and restore concrete to City standards, meeting the Americans with Disabilities Act (ADA) requirements. The required pavement section reconstruction and asphalt pavement overlay is per recommendation outlined in the City’s most recent Pavement Management Program (PMP). This segment of Gardena Boulevard in the PMP is assigned a corresponding Pavement Condition Index (PCI) that indicates the treatment needed to maintain structural integrity.
The plans and specifications for Project No. 1641: Gardena Boulevard Street Improvement from Figueroa Street to east of Avalon Boulevard have been completed by the Engineering Services Division of the Public Works Department and are now ready to be advertised for construction bids.

V. FISCAL IMPACT
No funding is being requested as part of this staff report. Staff is merely asking for approval of the PS&E and authorization to advertise the work for construction bid. The preliminary estimated construction cost of the project is $3,409,000.00 and it is anticipated that RMRA (SB-1) funding will be used to cover the construction cost of this project. The final project cost will be determined when bids are received.
