CONSIDER ADOPTING RESOLUTION NO. 21-170; A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, RECITING THE FACT OF THE SPECIAL MUNICIPAL ELECTION HELD ON NOVEMBER 2, 2021, THE RESULTS FOR CONTEST OF MEMBER OF CITY COUNCIL DISTRICT NO. 4 AND CITY CLERK, AND CONDUCTING THE OFFICIAL SWEARING-IN PROCESS ASSOCIATED WITH THE ELECTION

I.                     SUMMARY

This item introduces a Resolution for City Council to officially certify the results of the Special Municipal Election that occurred in November 2021 and provides an opportunity for the official swearing-in process associated with the election. 

On November 2, 2021 the City of Carson conducted its Special Municipal Election in consolidation with the Los Angeles County Registrar Recorder County Clerk (the “LARRCC”). The LARRCC concluded the official canvass on November 15, 2021 and the following facts have been determined:

Total voter registration in Carson for this election was 62,712. There were 12,267 total votes cast either by mail or at vote centers throughout Los Angeles County.

                     Contest for City Clerk - Myla Rahman was duly elected to the office of City Clerk garnering 2,686 votes out of 9,671 votes cast for City Clerk.

                     Contest for Member of the City Council District No. 4 - Arleen Rojas was duly elected to represent the 4th City Council District garnering 886 votes out of 2,596 votes cast for District 4 City Councilmember.

In accordance with Election Code Sections 10262(b) and 10263(b) prior to installing the new officers, the governing body shall adopt a resolution reciting the fact of the election. Therefore, the Elections Official is submitting Resolution No. 21-170 as Exhibit 1 for adoption.

The official Canvas Certificate and Statement of Votes is included as Exhibit 2, which contains a report of the number of votes cast for each candidate.

 

II.                     RECOMMENDATION

Recommendation

WAIVE further reading and ADOPT Resolution No. 21-170, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, RECITING THE FACT OF THE SPECIAL MUNICIPAL ELECTION HELD ON NOVEMBER 2, 2021, THE RESULTS FOR CONTEST OF MEMBER OF THE CITY COUNCIL DISTRICT NO. 4 AND CITY CLERK”

TAKE another action the City Council deems appropriate and that is consistent with applicable laws.

 

IV.                     BACKGROUND

The State of California issued Executive Order N-64-20, on May 8, 2020, proclaiming a State of Emergency. As a result, every registered voter was ordered to receive a Vote-By-Mail ballot.

On August 4, 2020, City Council adopted Ordinance 20-2008 changing Carson Municipal Elections structure from At-Large to District-Based Elections for City Council Members.

On March 11, 2021, the City Council of the City of Carson, adopted Resolution No. 21-033 calling for the Special Municipal Election for Member of the City Council District No. 4.

On June 15, 2021, the City Council of the City of Carson, adopted Resolution No. 21-076 calling for the Special Municipal Election for City Clerk and Resolution No. 21-083 requesting consolidation with LARRCC to be held on Tuesday, November 2, 2021.

In partnership with LARRCC the city secured seven vote-by-mail (“VBM”) drop boxes throughout the City including Private James Anderson Park, Hemingway Park, Mills Memorial Park, Foisia Park, and Veterans Sports complex, to provide a safe and convenient method of submitting completed ballots.

There were six In-Person Vote Centers including the Carson Civic Center, Dominguez Park, Foisia Park, Victoria Community Regional Park, Veterans Park and Stevenson Park.

 

V.                     FISCAL IMPACT

There is no fiscal impact associated with this item. The total estimated cost to the City for this election is $571,000 and this funding has already been approved and budgeted by the City Council. Staff is currently awaiting receipt of the invoice from Los Angeles County and will process payment accordingly.
