CONSIDER APPROVING RESOLUTION NO. 21-135, AMENDING THE FISCAL YEAR 2021-22 COMMUNITY DEVELOPMENT DEPARTMENT BUDGET TO ADD FUNDING FOR THE SERVICES OF THE SOUTHERN CALIFORNIA HOUSING RIGHTS CENTER AND THE BOYS & GIRLS CLUBS OF CARSON

I.                     SUMMARY

In adopting the Community Development Block Grant (CDBG) 2020-2022 Annual Action Plan at its April 20, 2021 meeting, City Council approved CDBG allocations of $37,500 for the Southern California Housing Rights Center and $34,828 for the Boys & Girls Clubs of Carson.  In that same action, Council approved additional allocations from the General Fund of $2,500 for the Housing Rights Center and $15,172 for the Boys & Girls Clubs.  There was, however, no provision for these General Fund allocations when the Fiscal Year 2021-22 Budget was adopted.  Consequently, for the respective purchase orders to be completed, it is necessary for the Fiscal Year 2021-22 Budget to be amended to provide for these General Fund allocations.

II.                     RECOMMENDATION

Recommendation

WAIVE further reading and ADOPT Resolution No. 21-135, “A RESOLUTION OF THE CARSON CITY COUNCIL AMENDING THE FISCAL YEAR 2021-22 COMMUNITY DEVELOPMENT DEPARTMENT BUDGET TO ADD FUNDING FOR THE SOUTHERN CALIFORNIA HOUSING RIGHTS CENTER AND THE BOYS & GIRLS CLUBS OF CARSON”.

III.                     ALTERNATIVES

TAKE another action the City Council deems appropriate.

IV.                     BACKGROUND

At its meeting on April 12, 2021, City Council held a public hearing at which it reviewed the proposed 2021-2022 (Program Year 2021) Community Development Block Grant Annual Action Plan with a budget of $782,188.  In adopting the Annual Action Plan, Council approved staff’s recommendations for the CDBG allocations for the public service agencies, which included $37,500 for the Southern California Housing Rights Center and $34,828 for the Boys & Girls Clubs of Carson, but added $2,500 from the General Fund to the Housing Rights Center’s allocation (bringing that total to $40,000, the amount that agency requested) and added $15,172 from the General Fund to the Boys and Girls Clubs allocation (bringing that total to $50,000; closer to the $100,000 that agency requested).  However, when the Fiscal Year 2021-22 Budget was subsequently adopted, there was no provision for these additional General Fund allocations.  Staff has been advised that to complete the purchase orders for these two entities, a resolution must be adopted amending the Fiscal Year 2021-22 to appropriate these General Fund dollars.

In adopting the Annual Action Plan, Council approved staff’s recommendations and added additional funds for the following public service agencies:

                     Southern California Housing Rights Center: Original staff recommendation was for $37,500 and the City Council added $2,500 from the General Fund to their allocation (bringing that total to $40,000)

 

                     Boys & Girls Clubs of Carson: Original staff recommendation was for $34,828 and the City Council added $15,172 from the General Fund to their allocation (bringing that total to $50,000 which is closer to the $100,000 that the agency requested). 

 

Adoption of Resolution No. 21-135 amending the Fiscal Year 2021-22 to appropriate these General Fund dollars would implement the modifications described above.

V.                     FISCAL IMPACT

Funds for this item were not included in the Fiscal Year 2021-2022 budget. If the City Council approves this item as recommended, additional funds in the amount of $17,672.00 need to be appropriated from the reserve General Fund balance to account number 101-70-720-964-6004 (Housing Development/Professional Services.)
