CONSIDER APPROVAL OF PLANS, SPECIFICATIONS AND ESTIMATES, AND AUTHORIZATION TO ADVERTISE FOR CONSTRUCTION BIDS FOR  PROJECT NO. 1625: WILMINGTON AVENUE STREET IMPROVEMENT FROM CARSON STREET TO DEL AMO BOULEVARD (CITY COUNCIL)

I.                     SUMMARY

Project No. 1625: Wilmington Avenue Street Improvement from Carson Street to Del Amo Boulevard is listed in the City’s Capital Improvement Program (CIP) (Exhibit No. 1). This project will be funded by the Dominguez Technology Center West Assessment & Authority Bonds.

The project includes pavement rehabilitation, tree removal and replacement, concrete reconstruction (such as curb, gutter and sidewalks).

The Plans, Specifications and Estimates (PS&E) for Project No. 1625: Wilmington Avenue Street Rehabilitation from Carson Street to Del Amo Boulevard has been completed and is ready for construction bids. The PS&E are on file in the City Engineer’s Office.  The estimated construction cost is $1,150,200.00.

It is requested that the City Council approve the PS&E and authorize staff to advertise for construction bids.

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                     APPROVE the plans, specifications and estimates, and order the work for Project No. 1625: Wilmington Avenue Street Improvement for FY 2021/22.

2.                     AUTHORIZE staff to advertise the work and call for construction bids for Project No. 1625: Wilmington Avenue Street Improvement.

2.                     TAKE another action the City Council deems appropriate, consistent with the requirements of the law.

 

IV.                     BACKGROUND

Project No. 1625: Wilmington Avenue Street Improvement from Carson Street to Del Amo Boulevard is listed in the City’s Capital Improvements Program (CIP). This project is programmed for FY 2021-2022 funded by the Dominguez Technology Center West Assessment & Authority Bonds, and the estimated construction cost is $1,150,200.00.

These assessment district bonds were originally issued as part of the original development of the Dominguez Technology Center and the debt service is paid by an assessment on the property tax bills within the district. They funded the original construction of the streets.  The bonds were refunded and refinanced in 2019 to take advantage of the historic low interest rate environment and the lower interest rates created a pool of approximately $2,000,000 in funds that could be used for additional improvements. Because of the nature of the Assessment District, the refunding proceeds need to be used for public improvements that benefit properties within the district boundaries. This project is one of several to be paid from this fund.  This project was on a list of “approved” improvements that was part of the consent received from the property owners.

Wilmington Avenue is a major north-south four lane arterial truck route zoned for light and heavy industrial, commercial, and multi-family residential land uses. The length of this corridor is 1.1 miles, and the project includes concrete reconstruction, tree removal and replacement, asphalt concrete pavement overlay, repair of damaged sidewalks on the east side, driveway approaches, and curbs and gutters. The required concrete improvements were identified as outlined in the 2017 Sidewalk Assessment Report (SAR) completed for the City, and will repair and restore concrete to City standards, meeting the Americans with Disabilities Act (ADA) requirements. The required asphalt pavement overlay is per recommendation outlined in the City’s most recent Pavement Management Program (PMP). This segment of Wilmington Avenue in the PMP is assigned a corresponding Pavement Condition Index (PCI) that indicates the treatment needed to maintain structural integrity.

The plans and specifications for Project No. 1625: Wilmington Avenue Street Improvement from Carson Street to Del Amo Boulevard have been completed by the Engineering Services Division of the Public Works Department, and are now ready to be advertised for construction bids.

V.                     FISCAL IMPACT

No funding is being requested as part of this staff report. Staff is merely asking for approval of the PS&E and authorization to advertise the work for construction bid. The preliminary estimated construction cost of the project is $1,150,200.00 and it is anticipated that DTC funding will be used to cover the construction cost of this project. There will be no impact on the City’s General Fund FY 2021/22.
