CONSIDERATION OF RESOLUTION NO. 21-108, AMENDING THE CLASSIFICATION PLAN, RESOLUTION NO. 77-111, BY ADOPTING A REVISED JOB CLASSIFICATION SPECIFICATION AND FUNDING A POSITION FOR PUBLIC WORKS OPERATIONS MANAGER (CITY COUNCIL)

I.                     SUMMARY

When department needs evolve, it is an ideal time to enhance job specs to reflect current needs based upon industry trends, community interests, technological advancements and business evolution.  At this time, staff is presenting amendments to the existing Public Works Operations Manager job spec to reflect the current needs of the Public Works Department’s Administrative Division.

 

II.                     RECOMMENDATION

Recommendation

WAIVE further reading and ADOPT Resolution No. 21-108, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN, RESOLUTION NO. 77-111, BY ADOPTING REVISED JOB CLASSIFICATION SPECIFICATION AND FUNDING A POSITION FOR PUBLIC WORKS OPERATIONS MANAGER.”

IV.                     BACKGROUND

The need for a Public Works Operations Manager has returned to the department due to the expectations of the City Council and the community that our public infrastructure be maintained at certain standards on an ongoing basis. This is part of the City Council’s commitment to increase the quality of life of our residents.   

This is an existing classification on the AME salary schedule.  The position will require a reallocation of funding within the Public Works Department.  The position will have overarching responsibilities for the entire Public Works Department, including overseeing the administrative work group and coordinating activities with the various divisions within the Department. 

The required Meet & Confer with Association of Management Employees (AME) was completed on August 26, 2021, and both parties are in agreement with the return of the proposed job spec for an existing classification.  The required Meet & Confer with Carson Professionals and Supervisors Association/SEIU 721 was completed on August 19, 2021 and both parties are in agreement with the impact of the reporting relationship changes to CPSA/SEIU 721 unit members with the return of this existing AME classification. 

                     V.                     FISCAL IMPACT

There is no impact to the General Fund.
