CONSIDER ADOPTION OF THE CITY OF CARSON EMERGENCY OPERATIONS PLAN (CITY COUNCIL)

I.                     SUMMARY

The City of Carson’s Emergency Operations Plan (EOP) establishes an Emergency Management Organization and assigns functions and tasks consistent with California’s Standardize Emergency Management System (SEMS) and the National Incident Management System (NIMS). It provides for the integration and coordination of planning efforts through a whole community approach and authorizes City of Carson’s personnel to perform their duties and tasks before, during and after an emergency.

This plan was developed by and for City Departments and contract agencies with emergency services responsibilities within Carson, including the Los Angeles County Sheriff’s Department and Los Angeles County Fire Department. The content is based upon guidance approved and provided by the Federal Emergency Management Agency standard on EOP organization for a local jurisdiction and the California Office of Emergency Services. Additionally, its intent is to provide direction on how to respond to an emergency from the onset, through an extended response and into the recovery process.


II.                     RECOMMENDATION

IV.                     BACKGROUND

The City of Carson’s Emergency Operations Plan addresses the City’s planned response to extraordinary emergency situations associated with natural or man-made disasters under an all-hazards approach. This plan does not apply to normal day-to-day emergencies or incidents, or the established departmental procedures used to cope with such emergencies. Instead, this plan focuses on operational concepts that would be implemented in large-scale disasters that can pose major threats to life, property and the environment, requiring unusual emergency responses.

This plan accomplishes the following:

                     Establishes the Emergency Management Organization required to mitigate any significant emergency or disaster affecting the City.

                     Identifies the roles and responsibilities required to protect the health and safety of City residents, public and private property and the environment due to natural or human-caused emergency disasters.

                     Establishes the operational concepts associated with a field response to emergencies, the City’s Emergency Operation Center (EOC) activities and the recovery process.

Incorporating the Federal Emergency Management Agency’s (FEMA) Comprehensive Preparedness Guide (CPG) 101: Developing and Maintaining Emergency Operations Plans, November 2020, Version 3.0 (draftv0.5), the CalOES’ Emergency Operations Plan Crosswalk - Local Government, 2020; the Los Angeles County Operational Area Emergency Response Plan and the State of California Emergency Plan best practices, this plan is designed to be read, understood and exercised prior to an emergency and establishes the framework for the implementation of the Standardized Emergency Management System and National Incident Management System for the City.

Upon concurrence of the City Council, the plan will be officially adopted and promulgated. The approval date will be included on the title page and the plan will be distributed to City departments, supporting agencies and community organizations having assigned primary responsibilities with the Emergency Operations Plan, as necessary.

 

 

 

 

 

 

 

 

 

V.                     FISCAL IMPACT

If City Council approves staff’s recommendations, there will be no fiscal impact for FY 2021.
