CONSIDER APPROVING A MEASURE M FUNDING AGREEMENT (MULTI-YEAR SUBREGIONAL PROGRAMS) BETWEEN LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY AND THE CITY OF CARSON FOR PROJECT NO. 1687: CARSON STREET INTELLIGENT TRANSPORTATION SYSTEM ("ITS") COMMUNICATIONS PROJECT FROM FIGUEROA STREET TO I-405 NORTHBOUND RAMPS, LACMTA PROJECT # MM5507.02, FTIP # LA9919028 (CITY COUNCIL)

I. SUMMARY
The City of Carson (City) is planning to undertake Project No. 1687, Carson Street Intelligent Transportation System (ITS) Communications Project from Figueroa Street to the I-405 Northbound Ramps (Exhibit No. 1).
The project involves the installation of 100 feet of underground conduit at the intersection of Carson Street and Main Street, installation of 2 miles of fiber optic cables in existing City-owned conduit along Carson Street with 10 intersections, and installation of CCTV cameras and appurtenant hardware at the intersections.
The project will provide fiber optic communication needed to connect all the traffic signals along the identified Carson Street corridor for the purposes of traffic signal synchronization, traffic management, surveillance, and traffic monitoring. This grant is for traffic cameras and other related infrastructure only.
Grant funds were awarded to the City to cover 100% of the estimated cost of this project from Los Angeles County Metropolitan Transportation Authority (LACMTA) Measure “M” funds in the amount of $700,000.00 in accordance with the terms of a Funding Agreement (Exhibit No. 2). These costs will be spread out over a two-year period for a total project cost of $700,000.
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. APPROVE the Funding Agreement with Los Angeles County Metropolitan Transportation Authority granting $700,000 to the City of Carson to cover the estimated project cost.
2. AUTHORIZE the City Manager to execute the Funding Agreement following approval as to form by the City Attorney.

III. ALTERNATIVES
DO NOT APPROVE the funding agreement; however, the City must execute this funding agreement in order to receive grant funds for this project. Invoices for reimbursement cannot be submitted to LACMTA until this funding agreement is fully executed.
IV. BACKGROUND
The City’s Capital Improvement Program (CIP) calls for the design and construction of Project No. 1687: Carson Street ITS Communications Project from Figueroa Street to the I-405 Northbound Ramps. The project involves the installation of 100 feet of underground conduit at the intersection of Carson Street and Main Street, installation of 2 miles of fiber optic cables in existing City-owned conduit along Carson Street with 10 intersections, and installation of CCTV cameras and appurtenant hardware at the intersections. The project will provide fiber optic communication needed to connect all the traffic signals along the identified Carson Street corridor for the purposes of traffic signal synchronization, traffic management, surveillance, and traffic monitoring.
On January 30, 2018, the installation of conduits between Figueroa Street and the I-405 ramps was completed as part of the Carson Street Master Plan project, with the exception of a 100-foot section at Carson and Main Streets, and plans were recorded. In November 2019, an application requesting funding to complete the project was submitted to the Los Angeles County Metropolitan Transportation Authority.
In November 2019, staff submitted a grant application through the South Bay Cities Council of Governments (SBCCOG) for Measure “M” Multi-Year Subregional Program (M-MSP) and on August 27, 2020, the City received notification that the grant application was approved. LA Metro Board approved the grant fund in the amount of $700,000 for the completion of the Plans, Specification and Estimate (PS&E) and construction of said project. Grant funds for this project have been programmed over a two-year period for the 100% of the estimated project cost. The Funding Agreement must be executed in order to receive grant funds for this project.
Separately, the City has been investigating the installation of security cameras in certain areas of the city, particularly along major corridors. In November 2020 an appropriation of $200,000 was made by the City Council for the replacement of obsolete and non-functioning cameras, mainly along Avalon Boulevard. That project is now in the design and procurement process. Security cameras and traffic cameras are generally different types of cameras and the data feeds go to different agencies - LA County Public Works in the case of the traffic cameras and the Sheriff’s Office for security cameras. This project was discussed as part of a presentation to the City Council on July 20, 2021 on all the camera efforts. Staff is researching the ability to use some of the conduit and fiber lines and other equipment installed as part of the ITS Communications Project for the installation of additional security cameras along Carson Street, but the answer is not certain.
Staff is requesting the City Council to approve the Funding Agreement attached as an exhibit to this staff report.
V. FISCAL IMPACT
The total cost of the project is estimated at $700,000.00. The grant for $700,000 would cover 100% of the project cost. The grant funds are programmed over two years, which includes $150,000.00 for FY 21/22, and $550,000.00 for FY 22/23 for a total of $700,000.00. The grant funds will be paid on a reimbursement basis in accordance with the provisions of the Funding Agreement.
