CONSIDER REQUEST TO RECONSIDER RESOLUTION 21-088 REGARDING VOLUNTARY HERO PAY IN THE CITY OF CARSON (CITY COUNCIL)

I. SUMMARY

At the July 6, 2021 City Council Meeting the City Council unanimously adopted Resolution 21-088 at the recommendation of the Hero Pay Ad Hoc Committee to establish a voluntary Hero Pay Program for essential workers in the City of Carson.
This item has been prepared at the request of Councilmember Hilton and asks the City Council to reconsider Resolution 21-088 consistent with City of Carson Municipal Code Section 2409(F), which provides that a motion to reconsider any action taken by the City Council may be made at the next succeeding meeting or at a recessed or adjourned meeting thereof. A majority of the City Council would need to vote in favor of reconsidering Resolution 21-088 before it can be opened for any further discussion.
The Code also stipulates that a motion for reconsideration must be made by one (1) Councilmember of the prevailing side, but may be seconded by any member; it may be made at any time and have precedence over all other motions; it shall be debatable. After a motion for a reconsideration has once been acted on, no other motion for a reconsideration thereof shall be made without unanimous consent of the Council.
Resolution 21-088, as adopted, establishes a voluntary Hero Pay Program in Carson and allows large retail establishments, such as grocery stores, retail stores that devote at least 10% of their floor area to groceries, and retail pharmacies to voluntarily provide Hero Pay to their non-management essential workers. Large retail establishments include those employers who employ more 300 or more employees nationally and who have 10 or more employees at a site in the City of Carson.
