CONSIDER AWARDING A CONTRACT SERVICES AGREEMENT WITH RJM DESIGN GROUP TO COMPLETE A PARKS, RECREATION, AND COMMUNITY SERVICES MASTER PLAN STUDY FOR THE CITY OF CARSON (CITY COUNCIL)

I. SUMMARY

Since the City of Carson's incorporation in 1968, the City has never undertaken an assessment of its recreation facilities, nor the programs and services it offers to ensure that it is meeting the needs of the community. To respond to this gap of understanding and insight, the Community Services Department has initiated a process to embark on this study. On May 17, 2021, the City released a Request for Proposals (RFP) for a Parks, Recreation, and Community Services Master Plan study and report for the City of Carson. A total of four (4) firms submitted proposals. After reviewing and evaluating the submissions, RJM Design Group was selected by staff as the recommended consultant, based on responsiveness to the RFP's proposal requirements and experience. Staff is requesting the City Council's approval to award a contract services agreement with RJM Design Group to complete the assessment.

II. RECOMMENDATION
Recommendation

1. APPROVE a contract services agreement with RJM Design Group to complete a Parks, Recreation and Community Services Master Plan study and report for the City of Carson, in an amount not to exceed $245,940.00.
2. AUTHORIZE the Mayor to execute the agreement, following approval as to form by the City Attorney.
