CONSIDER ADOPTING RESOLUTION NO. 21-024 ADOPTING THE CLASSIFICATION OF RISK MANAGER TO BE ADDED TO THE CITY'S CLASSIFICATION PLAN (RESOLUTION NO. 77-111), ADOPTING A CLASSIFICATION SPECIFICATION AND ASSIGNING A SALARY RANGE THEREFOR, AND ASSIGNING THE CLASSIFICATION TO THE AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES UNION, COUNCIL 36, LOCAL 1017 (AFSCME LOCAL 1017) (CITY COUNCIL)

I. SUMMARY
Prior to the FY18/19 budgeting process, the City eliminated and defunded 4 FTE positions in the Risk Management Division of the Human Resources & Risk Management Department. The Human Resources & Risk Management Department is the only City department that does not have manager level staff. The Department of Human Resources & Risk Management requires a manager to effectively manage and maintain the risk activities. As part of the FY 21/22 Budget, the City Council approved hiring a Risk Manager and added funding as detailed in the Fiscal Impact section below. This item before the City Council is the next step in the process to fill that position.
To ensure that the City is able to continue to meet the required risk needs, Staff is proposing establishment of a new classification, Risk Manager. The proposed resolution would: (1) adopt the new classification, to be added to the City's classification plan; (2) adopt a classification specification for the new classification; (3) assign the new classification to Salary Range 171 to be included in the City's compensation plan; and (4) assign the new classification to the American Federation of State, County, and Municipal Employees Union, Council 36, Local 1017 (AFSCME LOCAL 1017).
