CONSIDER APPOINTMENTS TO THE POSITION OF CHAIR AND VICE-CHAIR OF THE CARSON RECLAMATION AUTHORITY

I. SUMMARY
Section 2.02 of the Carson Reclamation Authority Bylaws (Number) states: "The positions of Chair and Vice Chair shall be appointed by majority vote of the Board."
Since the former chair left the Board, Vice Chair Hicks has presided over the meetings, but there has not been a vote to replace the Chair or for Vice Chair. The Board now has five members, and Staff recommends the appointment of a Chair and Vice Chair for the 2021-2022 Program Year.
II. RECOMMENDATION
Recommendation
1. ACCEPT nominations for the position of Chair of the Carson Reclamation Authority.
2. VOTE on nominations for the position of Chair.
3. ACCEPT nominations for the position of Vice Chair of the Carson Reclamation Authority.
4. VOTE on nominations for the position of Vice Chair.

TAKE another action the Board deems appropriate.
IV. BACKGROUND
The Chair shall preside at all meetings of the Board and exercise and perform such other powers and duties as may be from time to time assigned to him/her by the Board or as prescribed by the Bylaws.
The Chair shall, subject to control by the Board, preside at all meetings of the Board. He or she shall be ex officio member of all standing committees, if any, and shall have the general powers and duties of management usually vested in the office of Chair of a public corporation and shall have such other powers and duties as may be prescribed by the Board or by the Bylaws.
In the absence or disability of the Chair, the Vice Chair shall perform all the duties of the Chair and when so acting shall have all the powers of and be subject to all of the restrictions upon the Chair.
