CONSIDER APPROVAL OF PLANS, SPECIFICATIONS AND ESTIMATES, AND AUTHORIZATION TO ADVERTISE FOR CONSTRUCTION BIDS FOR PROJECT NO: 1656,  COMMUNITY CENTER UPGRADE  (CITY COUNCIL)

I.                     SUMMARY

Project No. 1656: Community Center Upgrade is listed in the City’s Capital Improvement Program (CIP) and will be funded by the General Fund. The plans, specifications, and estimates (PS&E) for Project No. 1656: Community Center Upgrade has been completed and is ready for construction bids. The total estimated cost for this project is $1,301,000.00.

Staff has been working with the City Hall/Community Center Renovation Ad Hoc Committee comprised of Mayor Lula Davis-Holmes and City Councilmember Jawane Hilton. This committee gave the final approval on the colors and materials for the architect to use. The selected material and color boards are available for viewing by the City Council in the Executive Conference room in City Hall upon request. It is requested that the City Council approve the PS&E and authorize staff to advertise for construction bids.

 II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                     APPROVE the plans, specifications and estimates, and order the work for   Project No: 1656 - Community Center Upgrade.

 

2.                     AUTHORIZE staff to advertise the work and call for construction bids for Project No: 1656 - Community Center Upgrade.

2.                     TAKE another action the City Council deems appropriate consistent with the   requirements of the law.

IV.                     BACKGROUND

Project No. 1656: Community Center Upgrade is listed in the City’s Capital Improvement Program (CIP).  Public Works has selected the services of one of the City’s on-call consultants, Westberg and White, Inc. to prepare the plans, specifications, and estimates for Project No. 1656: Community Center Upgrade given its previous experience in the design and construction of the existing restrooms for Halls A, B and C and its team’s background knowledge of the Community Center Facilities in general.

The Community Center renovation includes the removal and reconstruction of the restrooms walls and partitions to ensure that all restrooms meet the current American with Disability Act (ADA) and California Building Code (CBC) standards. The improvements also include aesthetic upgrades to be on par with the existing restrooms north of Hall A, B and C; improve the lighting to utilize LED lighting; upgrade the plumbing fixtures, partition walls, mirrors, and floors; painting and other decorative finishes; adjustment of urinals that are too high; and removal and replacement of damaged tiles and other related fixtures and items necessary to complete the work. This project also includes the adjustment of doors located at the main lobby. Currently, these doors are not ADA compliant and it is sometimes difficult for those with walkers or wheelchairs to utilize the doors; by having a push button that opens the doors automatically, those individuals will be able to access all points of the facility with less difficulty.

On May 6, 2021, Westberg and White, Inc. completed the plans, specifications and estimates for Project No. 1656: Community Center Upgrade.  These have been completed consistent with the City’s direction for all the components of the project and are ready for construction bids and are on file in the City Engineer’s office.  The anticipated project schedule is as follows:

V.                     FISCAL IMPACT

No funding is being requested as part of this staff report. Staff is asking only for approval of the PS&E and authorization to advertise the work for construction bid. The amount currently budgeted for this project for FY 20/21 is $696,000.00 in account No. 101-80-820-100-7001. It is expected that the construction bid will be approximately $1,301,000.00.  As part of the Budget process, staff will recommend adding an additional $605,000 from the unspent balance of the Carson General Fund for the remainder of the construction cost for this project. Therefore, if the City Council approves proceeding with advertising the project for construction bids, staff will recommend award of a construction contract based on the bids received. In the event that the construction bids received are higher than the estimated construction cost, staff will request additional funding.
