I.                     SUMMARY

Public Works is requesting City Council approval to purchase one new 2022 Isuzu NRR 19500 GVW Lane Line Striping Paint Truck in the amount of $270,108.14 through a purchase order to Trinity Diversified Inc. (Gardena, CA); or a local dealership if available and the price is equal to or less than Trinity Diversified Inc.

II.                     RECOMMENDATION

Recommendation

TAKE the following actions:

1.                     WAIVE the formal bid process defined by the Carson Municipal Code, Section 2607, as allowed by Section 2605 (1) (ii).

 

2.                     AUTHORIZE the Purchasing Manager to utilize Sole Source Purchasing as allowed by Section 2611(e) and issue a purchase order to Trinity Diversified, Inc. in the amount of $270,108.14 for one New 2022 Isuzu NRR 19500 GVW Lane Line Striping Paint Truck; or a local dealership if available and if the price is equal to, or less than the attached vendor price.

2.                     DO NOT AUTHORIZE the Purchasing Manager to utilize Sole Source Purchasing, as allowed by Section 2611 (e) and issue a purchase order.

3.                     TAKE another action the City Council deems appropriate, consistent with the requirements of the law.

 

IV.                     BACKGROUND

The Public Works Street Markings Crew is responsible for maintaining 100,000 linear feet of red curbs, 5,000 linear feet of blue curbs, and 477 speed bumps, as well as the parking lots, crosswalks and stop bars at all City facilities. Each year, Public Works outsources an average of approximately 64 miles of line striping to the Los Angeles County Public Works Department, however, based on need, this may go up. The annual cost of outsourcing this work ranges between $75,000 to $100,000.  The requested purchase of this vehicle is in line with the City Council’s priorities to help the quality of life for residents by improving the City’s infrastructure and having a pay-back within three to four years and savings to the General Fund over the life of the vehicle. While staff recognizes the importance of “greening the fleet”, this equipment is not available with an alternative fuel option. 

An estimate for this equipment was prepared for the City on May 5, 2021. The price for a new 2022 Isuzu NRR 19500 GVW Lane Line Striping Paint Truck is $270,108.14. A huge benefit of buying from a Southern California manufacturer is the warranty and associated repairs since this is a specialty item. The vehicle specifications are specific to Trinity Diversified, Inc., and the City has confirmed that the manufacturer meets all EPA rules and regulations

This truck is a specialty built item and no local Carson vendors could be located. The Purchasing Manager investigated and found that there is only one manufacturer in Southern California, Trinity Diversified, that makes striping trucks and the others are in Montana and Idaho.

V.                     FISCAL IMPACT

No funds are being requested as part of this staff report.  Funding is available in the Capital Asset-Vehicle/Rolling Inventory Replacement Fund (Account No. 638-99-999-999-8003).VI.                     EXHIBITS
