CONSIDERATION TO ACCEPT AS COMPLETE PROJECT NO. NO. 1439: TRAFFIC SIGNAL INSTALLATION AT THE INTERSECTION OF 223RD STREET AND LUCERNE STREET (CITY COUNCIL AND SUCCESSOR AGENCY)

I. SUMMARY

Project No. 1439: Traffic Signal Installation at the intersection of 223rd Street and Lucerne Street has been completed in accordance with the approved plans and specifications. It is requested that the City Council and the Carson Successor Agency (CSA) accept the work as complete and authorize staff to file the Notice of Completion with the Los Angeles County Registrar-Recorder/County Clerk's Office.


II. RECOMMENDATION
Recommendation

TAKE the following actions:
1. ACCEPT as complete Project No. 1439: Traffic Signal Installation at the intersection of 223rd Street and Lucerne Street.
2. AUTHORIZE staff to file a Notice of Completion.

III. ALTERNATIVES

1. DO NOT ACCEPT the project as complete. However, Civil Code Section 9204 requires a public entity record a Notice of Completion after work completion, upon the completion and settlement of all public works project claims, if any.
2. TAKE another action the City Council deems appropriate consistent with the requirements of the law.



IV. BACKGROUND

Smart Tech Group, Inc. was originally awarded a contract to install a traffic signal at the intersection of 223rd Street and Lucerne Street; however, they were not able to complete the work per the plans and specification.
Subsequently, City staff used all available resources to complete the project. The City purchased materials directly from suppliers and initiated a service request with Los Angeles County Department of Public Works to complete the balance of the construction work.
The traffic signal has been fully operational since 2019 but a few punch list items remained that were resolved in the later part of 2020. This project was funded with CSA bond funds ...
