CONSIDER APPROVAL OF PLANS, SPECIFICATIONS AND ESTIMATES, AND AUTHORIZATION TO ADVERTISE FOR CONSTRUCTION BIDS FOR A PROJECT FUNDED BY SB-1 - PROJECT NO. 1655: CARSON STREET PAVEMENT REHABILITATION AND CONCRETE REPLACEMENT PROJECT FROM RECREATION ROAD TO SANTA FE AVENUE  (CITY COUNCIL)

I.                     SUMMARY

Project No. 1655: Carson Street Rehabilitation from Recreation Road to Santa Fe Avenue is listed as the City’s fourth SB-1 project (Exhibit No. 1). This project will be funded by the Road Maintenance and Rehabilitation Account (RMRA) funds authorized by the California Transportation Commission (CTC), also known as SB-1 funds.

The project includes pavement rehabilitation, tree removal and replacement, concrete reconstruction (such as curb, gutter and sidewalks).

The Plans, Specifications and Estimates (PS&E) for the improvements for Project No. 1655: Carson Street Rehabilitation from Recreation Road to Santa Fe Avenue has been completed and is ready for construction bids. The PS&E are on file in the City Engineer’s Office.  The estimated construction cost is $2,045,400.00.

It is requested that the City Council approve the PS&E and authorize staff to advertise for construction bids.

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                     APPROVE the plans, specifications and estimates, and order the work for Project No. 1655: Carson Street Rehabilitation Project for FY 2021/22.

2.                     AUTHORIZE staff to advertise the work and call for construction bids for Project No. 1655: Carson Street Rehabilitation Project.

1.                     DO NOT APPROVE the PS&E and the call for bids.

2.                     TAKE another action the City Council deems appropriate, consistent with the requirements of the law.

IV.                     BACKGROUND

Project No. 1655: Carson Street Pavement Rehabilitation from Recreation Road to Santa Fe Avenue is listed in the city’s Capital Improvements Program (CIP). This project is listed as the City’s fourth SB-1 project for FY 2020-2021 funded by RMRA funds authorized by the California Transportation Commission (CTC), and the estimated construction cost is $2,045,400.00.

Carson Street is a major east-west four lane arterial truck route zoned for light and heavy industrial, commercial and multi-family residential land uses. The length of this corridor is 2.2 miles, and the project includes concrete reconstruction, tree removal and replacement, asphalt concrete pavement overlay, repair of damaged sidewalks, driveway approaches, curbs and gutters, and access ramps. The required concrete improvements were identified as outlined in the 2017 Sidewalk Assessment Report (SAR) completed for the City, and will repair and restore concrete to City standards, meeting the Americans with Disabilities Act (ADA) requirements. The required asphalt pavement overlay is per recommendation outlined in the City’s most recent Pavement Management Program (PMP).

The plans and specifications for Project No. 1655: Carson Street Pavement Rehabilitation from Recreation Road to Santa Fe Avenue have been completed by  the  Engineering  Services  Division  of  the  Public  Works Department, and are now ready to advertise for construction bids.

V.                     FISCAL IMPACT

No funding is being requested as part of this staff report. Staff is merely asking for approval of the PS&E and authorization to advertise the work for construction bid. The preliminary estimated construction cost of the project is $2,045,400.00 and it is anticipated that SB1 funding will be used to cover the construction cost of this project. There will be no impact on the City’s General Fund FY 2020/21. This project is the fourth year of RMRA SB1 project implementation and the City is anticipated to receive SB1 funding each year to cover the construction cost.
