CONSIDER APPROVAL OF PLANS, SPECIFICATIONS, AND ESTIMATES FOR PROJECT NO. 1665: 189TH PEDESTRIAN BRIDGE REPAIR (CITY COUNCIL)

I. SUMMARY
The condition of the 189th Street Pedestrian Bridge was identified last fall as an important project to undertake for reasons of safety and convenience for the adjacent neighborhood. However, that investigation and determination occurred after the Capital Improvement Program (“CIP”) funding for FY 20/21 had been adopted by City Council.
In the interest of serving the public interest, staff proceeded with the design of the repair through the on-call engineering task order process. The City retained the services of JMC2, Inc. to conduct a full analysis of the bridge. While the project received a City project number (Project No. 1665), the actual construction was likely to occur in FY 21/22 when it would have been added to the FY 21/22 CIP with funding identified from LA County Metro and AQMD. The design cost, however, was paid by the City.
The project involves the removal and replacement of the metal decking, concrete panels, removal and replacement of pedestrian bridge fence, and installation of solar lighting. Progress has been made and the project plans, specifications, and estimates (PS&E) that were prepared by JMC2 are available for review in the City Engineer’s Office. The project is now ready for construction bid with a total estimated project construction cost of $333,400.00.
As of the writing of this report, the project qualifies for funding under both LA County Metro and AQMD in an amount in excess of the design estimate for construction.
This construction of this project is subject to the requirement of the City's Master Project Labor Agreement (PLA). The selected contractor and all subcontractors have an obligation to comply with the terms of the PLA.
Staff requests that City Council approve PS&E and authorize staff to advertise this project for construction bids.
For clarity and transparency purposes, staff is also requesting that the Council amend the FY 20/21 CIP to formally add Project 1665.
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. AMEND the Fiscal Year 20/21 Capital Improvement Program Budget to add Project No. 1665: 189th Street Pedestrian Bridge Repair Project.
2. APPROVE the Plans, Specification and Estimates for Project No. 1665: 189th Pedestrian Bridge Repair.
3. AUTHORIZE staff to advertise the work and call for construction bids for Project No. 1665: 189th Pedestrian Bridge Repair.

1. DO NOT APPROVE the above recommendations.
2. TAKE another action the City Council deems appropriate, consistent with the requirement of the law.
IV. BACKGROUND
The project involves the removal and replacement of the metal decking, concrete panels, removal and replacement of pedestrian bridge fence, and installation of solar lighting. The Pedestrian Bridge located at 189th Street had previously been determined to be in poor condition and was closed. The City retained the services of JMC2, Inc. to conduct a full analysis of the bridge. Because of the detrimental neighborhood impacts from the shutdown of the bridge, staff directed JMC2 to prepare the PS&E needed to complete this project. This project consists of the following:
• Removal and replacement of metal decking and concrete panels.
• Removal and replacement of pedestrian bridge fence.
• Installation of solar lighting.
This project will improve the bridge, which provides a means of passage to the pedestrians and bicyclists who use the bridge as their daily access to Victoria Park from the neighborhood to the northwest. JMC2 has confirmed that permits from other agencies such as US Army Corps of Engineers (USACE), California Department of Fish and Wildlife, will not be required and staff may proceed with advertising the project for construction bids.

V. FISCAL IMPACT
No funding is being requested as part of this staff report. Staff is merely asking for approval of the PS&E and authorization to advertise the work for construction bid. The estimated cost to complete this project is approximately $333,400.00.
Finance Department staff has researched grant eligibility by submitting grant eligibility determination requests to outside agencies and have been informed that both AQMD and LA County Metro approve the City request for funding for this project. As noted above, any costs (design, consultant fees, etc.) incurred prior to the project approval may not be charged to the grant as all projects required pre-approval from the agency prior to implementation. The amount of funding available slightly exceeds the estimated construction cost.
