CONSIDER APPROVING A MEASURE M  FUNDING AGREEMENT (MULTI-YEAR SUBREGIONAL PROGRAMS) BETWEEN LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY AND THE CITY OF CARSON FOR PROJECT NO. 675:  SEPULVEDA BOULEVARD WIDENING FROM ALAMEDA STREET TO THE EAST CITY LIMIT, PROJECT # MM5507.03, FTIP # LA9918946; AND ADOPTING RESOLUTION 21-061 AMENDING THE FISCAL YEAR 20-21 BUDGET IN THE SPECIAL REVENUE FUND (CITY COUNCIL)

I.                     SUMMARY

The City of Carson (City) is planning to undertake Project No. 675, Sepulveda Boulevard Widening from Alameda Street to the East City Limit (Exhibit No. 1).

The project involves the widening and improvement of the roadway and bridge along Sepulveda Boulevard to provide three lanes of traffic in both directions, construction of new sidewalk, relocation of existing electrical poles, and the modification of the existing traffic signal.

Grant funds were awarded to the City to cover 85% of the estimated cost of this project from Los Angeles County Metropolitan Transportation Authority (LACMTA) Measure “M” funds in the amount of $6,019,999.00 in accordance with the terms of a Funding Agreement (Exhibit No. 2). The City will be responsible for funding the remaining 15% of the costs in the amount of $1,072,000.00. Staff is proposing the use of the Coop Agreement Bond Proceeds (former RDA bonds) as the funding source for the local match. These costs will be spread out over a three-year period for a total project cost of $7,091,999.00.

II.                     RECOMMENDATION

Recommendation

                     TAKE the following actions:

1.                     APPROVE the Funding Agreement with Los Angeles County Metropolitan Transportation Authority granting $6,019,999.00 to the City of Carson to cover the 85% of the estimated project cost.

2.                     AUTHORIZE the Mayor to execute the Funding Agreement following approval as to form by the City Attorney.

3.                     APPROPRIATE funds in the amount of $1,072,000.00 to Account No. 284-80-820-904-8009 to cover the City’s 15% match requirement. Funds have been identified in Coop Agreement Bond Proceed fund over a three year period which includes $268,000.00 for FY 21/22, $460,960.00 for FY 22/23, and $343,000.00 for FY 23/24.                      

4. WAIVE further reading and ADOPT Resolution 21-061, “A RESOLUTION OF THE CITY OF CARSON CITY COUNCIL AMENDING THE FISCAL YEAR 20-21 BUDGET IN THE SPECIAL REVENUE FUND” (Exhibit No. 3)

III.                     ALTERNATIVES

DO NOT APPROVE the funding agreement; however, the City must execute this funding agreement in order to receive grant funds for this project. Invoices for reimbursement cannot be submitted to LACMTA until this funding agreement is fully executed.                        

IV.                     BACKGROUND

The City’s Capital Improvement Program (CIP) calls for the design and construction of Project No. 675: Sepulveda Boulevard Widening from Alameda Street to the East City Limit.  The project involves the widening and improvement of the roadway and bridge along Sepulveda Boulevard to provide three lanes of traffic in both directions, construction of new sidewalk, relocation of existing electrical poles, and the modification of the existing traffic signal.

On January 15, 2013, the City Council approved a Professional Services Agreement with RKA for the preparation of construction plans, specifications and estimates (PS&E) for Project No. 675. Due to insufficient funding to construct the project, the project was halted in 2017 and some of the approved grant funds lapsed.

In October 2019, staff submitted grant application through the South Bay Cities Council of Governments (SBCCOG) for Measure “M” Multi-Year Subregional Program (M-MSP) and on August 27, 2020, the City received notification that the grant application was approved. LA Metro Board approved the grant fund in the amount of $6,019,999 for the completion of the Plans, Specification and Estimate (PS&E) and construction of said project. Grant funds for this project have been programmed over a three-year period, which includes $1,535,437.00 for FY 21/22, $2,562,607.00 for FY 22/23, and $1,921,955.00 for FY 23/24 for a total of $6,019,999.00, which is 85% of the estimated project cost of $7,091,999.00. The City’s contribution/match is $1,072,000.00 which is 15% of the total project cost. The Funding Agreement must be executed in order to receive grant funds for this project.

The design consultant, RKA Consulting, is completing the plans, specifications and estimates. Staff is also working on the Request for Proposals (RFP) to retain a professional Engineering firm to lead the Construction Management (CM) team and provide assistance to the City for the QA/QC and inspection for this project. Once the selection process is completed, staff will make recommendation to the City Council for consideration.

The project is moving forward and staff is requesting the City Council to approve the Funding Agreement attached as an exhibit to this staff report.

V.                     FISCAL IMPACT

The total cost of the project is estimated at $7,091,999.00. The City’s required match is 15%, which would be $1,072,000.00. The funds for the City’s match will be allocated from the Coop Bond Funds but needs to be appropriated over a three year period, which includes $268,000.00 in FY 21/22, $460,960.00 in FY 22/23, and $343,000.00 in FY 23/24 to account no. 284-80-820-904-8009.

 

The grant for $6,019,999.00 would cover 85% of the project cost. The grant funds are programmed over three years, which includes $1,535,437.00 for FY 21/22, $2,562,607.00 for FY 22/23, and $1,921,955.00 for FY 23/24 for a total of $6,019,999.00. The grant funds will be paid on a reimbursement basis in accordance with the provisions of the Funding Agreement.
