PRESENTATION OF CARSON RECLAMATION AUTHORITY BYLAWS

I.                     SUMMARY

At the March 2, 2021 Carson Reclamation Authority Meeting, members requested copies of the Authority bylaws for review.  A copy was provided by email a few days afterward, and is included with this staff report.

Since no specific actions related to the bylaws are agendized, under the Brown Act the discussion of the bylaws is limited to observations or concerns about the bylaws expressed by individual members, and to provide direction to the Executive Director and the Authority Counsel for proposed changes that would be brought back to the Board at a future meeting for consideration.

IV.                     BACKGROUND

The Joint Powers Agreement (“JPA Agreement”) for the formation of the Carson Reclamation Authority was approved by its Members on February 17, 2015, and was amended on March 17, 2015.  Concurrent with the adoption of the Joint Powers Agreement, the Board of the Carson Reclamation Authority (“Board”) adopted Bylaws to implement the JPA Agreement.

The Bylaws provide the governing structure for the CRA. They cover Board membership and duties and responsibilities of the Members and of staff, among other items.
