I.                     SUMMARY

On March 16, 2021, under Item No. 26 of the City Council meeting agenda, the City Council voted 4-0 to introduce Ordinance Nos. 21-2103 (merging the Beautification Commission into the Environmental Commission), 21-2104 (merging the Bullying Prevention Commission into the Public Safety Commission), 21-2105 (eliminating the Citywide Advisory Commission), 21-2106 (merging the Cultural Arts Commission into the Parks, Recreation and Cultural Arts Commission), and 21-2108 (merging the Technology Advancement and Innovation Commission into the Economic Development Commission) (collectively, the “Ordinances”). The Ordinances are now being presented to City Council for second reading (by title only, with further reading waived) and adoption.

 

II.                     RECOMMENDATION

Recommendation

CONDUCT a Second Reading, by title only and with further reading waived, and ADOPT:

(1) Ordinance No. 21-2103, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING CHAPTER 7 (DEPARTMENTS, BOARDS, COMMISSIONS) OF ARTICLE II (ADMINISTRATION) OF THE CARSON MUNICIPAL CODE TO MERGE THE BEAUTIFICATION COMMISSION INTO THE ENVIRONMENTAL COMMISSION” (Exhibit 1);

(2) Ordinance No. 21-2104, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING CHAPTER 7 (DEPARTMENTS, BOARDS, COMMISSIONS) OF ARTICLE II (ADMINISTRATION) OF THE CARSON MUNICIPAL CODE TO MERGE THE BULLYING PREVENTION COMMISSION INTO THE PUBLIC SAFETY COMMISSION” (Exhibit  2);

(3) Ordinance No. 21-2105, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, REPEALING ORDINANCE NO. 98-1149 TO REMOVE PART O, SECTIONS 27101.1, 27101.2, 27101.3, 27101.4, 27101.5, 27101.6, 27101.7 AND 27101.8 (CITYWIDE ADVISORY COMMISSION) FROM CHAPTER 7 (DEPARTMENTS, BOARDS, COMMISSIONS) OF ARTICLE II (ADMINISTRATION) OF THE CARSON MUNICIPAL CODE TO ELIMINATE THE CITYWIDE ADVISORY COMMISSION” (Exhibit  3);

(4) Ordinance No. 21-2106, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING CHAPTER 7 (DEPARTMENTS, BOARDS, COMMISSIONS) OF ARTICLE II (ADMINISTRATION) OF THE CARSON MUNICIPAL CODE TO MERGE THE CULTURAL ARTS COMMISSION INTO THE PARKS, RECREATION AND CULTURAL ARTS COMMISSION” (Exhibit  4); and

(5)  Ordinance No. 21-2108, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING CHAPTER 7 (DEPARTMENTS, BOARDS, COMMISSIONS) OF ARTICLE II (ADMINISTRATION) OF THE CARSON MUNICIPAL CODE TO MERGE THE TECHNOLOGY ADVANCEMENT AND INNOVATION COMMISSION INTO THE ECONOMIC DEVELOPMENT COMMISSION AND TO REDUCE THE REGULAR MEMBERSHIP OF THE COMMISSION FROM ELEVEN TO NINE REGULAR MEMBERS.” (Exhibit 5).

III.                     ALTERNATIVES

TAKE any action the City Council deems appropriate.

 

IV.                     BACKGROUND

The City Council introduced the Ordinances on March 16, 2021, as part of an effort to consolidate various City boards, commissions and committees.

In addition to the five Ordinances being presented for second reading tonight, four other ordinances were presented for introduction on March 16, 2021, but were not introduced; these were Ordinance Nos 21-2107 (reducing the membership of the Human Relations Commission), 21-2109 (reducing the membership of the Public Relations Commission), 21-2110 (reducing the membership of the Public Works Commission), and 21-2111 (reducing the membership of the Youth Commission). The City Council decided to leave the membership of these commissions as-is (nine regular members and three alternates, or in the case of the Youth Commission, eleven regular members and three alternates), rather than reducing their membership to seven regular members and two alternates as previously proposed. Accordingly, those four ordinances did not proceed to second reading, and the membership of those commissions will remain unchanged.

The City Council’s decision regarding membership also extended to the Public Safety Commission - the City Council decided to leave the membership as-is, at nine regular members and three alternates. Pursuant to that action, Ordinance No. 21-2104 (merging the Bullying Prevention Commission into the Public Safety Commission; Exhibit 2) has been revised to remove the provisions that were contained in the version that was presented to the City Council on March 16 related to changing the membership of the Public Safety Commission.

Also as part of Item No. 26 on March 16, 2021, the City Council adopted four resolutions, as follows: (1) Resolution No. 21-029 (eliminating the Community Civic Engagement Board); (2) Resolution No. 21-030 (renaming and adding to the responsibilities of the Measure C Budget Oversight Committee to include Measure K, and adding two alternate member positions to the Committee); (3) Resolution No. 21-031 (adding two alternate member positions to the General Plan Advisory Committee); and (4) Resolution No. 21-032 (eliminating the Carson Historical Committee).

 

V.                     FISCAL IMPACT

The recommended action is anticipated to reduce City costs, as it will eliminate costs associated with compensation payable to members of the commissions being merged or eliminated and staff time devoted to administering meetings of such commissions.
