ACTING AS THE HOUSING AUTHORITY BOARD, CONSIDER THE APPOINTMENT OF AN AT-LARGE CARSON RECLAMATION AUTHORITY BOARD MEMBER (HOUSING AUTHORITY)

I. SUMMARY
Under the Bylaws of the Carson Reclamation Authority, the Chair of the Housing Authority nominates and the Housing Authority Board ratifies three members of the Carson Reclamation Authority (“CRA”) Board: a member of the Planning Commission, a member of the Environmental Commission; and either the Chairman of the Economic Development Commission (“EDC”) or the Secretary of the Housing Authority.
In addition, the Chair of the Housing Authority nominates and the Housing Authority Board ratifies one other at-large member of the CRA Board; the Chair and Board of Community Facilities District 2012-1 and 2012-2 nominate and ratify the other at-large member.
On January 14, 2021, the City Council removed all sitting board Commissioners and Advisory Board members and appointed new members to several commissions, including the Planning, Economic Development, and Environmental Commissions. Those three commission-based members have now been duly seated on the CRA. On February 2, 2021, the CRA board removed the fourth Housing-Authority-appointed member, opening another vacancy to be filled by the Housing Authority.
This action would be for the Housing Authority Chair to nominate and the Board to ratify one new at-large member to serve on the CRA Board for a five-year term.
II. RECOMMENDATION

1. NOMINATE AND RATIFY the appointment of an at-large board member of the Carson Reclamation Authority for a five-year term.

IV. BACKGROUND
The Carson Reclamation Authority is a joint powers agency formed between the Carson Housing Authority, the Community Facilities District No. 2012-1 of the City of Carson, and the Community Facilities District No. 2012-2 of the City of Carson. Pursuant to its bylaws and joint exercise of powers agreement, the Reclamation Authority is governed by a five member board of directors whose membership is made by category, and generally appointed by the Chairman of the Carson Housing Authority subject to ratification by a majority vote of the Housing Authority Board, with the exception of one appointment made by the Board of the two Community Facilities Districts. These seats include three specific appointments, made by the Housing Authority Chairman and ratified by the Board: a member of the Carson Planning Commission; the Secretary of the Housing Authority or the chairman of the Economic Development Commission; and a member of the Environmental Commission. Individuals who qualify to serve on the Reclamation Authority Board generally have a term of five years unless the Reclamation Authority’s board of directors, by a majority, vote to remove the individual, or unless they are otherwise unqualified such as longer being seated on their respective boards.
This seat is an at-large seat.
