CONSIDER THE CITY COUNCIL MISSION, VISION, AND PRIORITIES WORKSHOP REPORT FOR THE CITY OF CARSON (CITY COUNCIL)

I. SUMMARY
On February 4, 2021, the City Council held a workshop to create a City Council Vision and Mission, understand Councilmembers’ interests and staff perspectives, establish City Council priorities for the coming year, and strengthen teamwork across the City.
This item requests the City Council to receive and file the Workshop Report, adopt the Vision and Mission statements, and approve the City Manager’s proposed work plan as presented at the workshop.
Vision Statement:
“Carson: A thriving, diverse, destination city - a great place to live, work and play with an unlimited future.”
Mission Statement:
“To serve and enhance the quality of life of residents and businesses through engagement and the efficient delivery of exceptional services.”
II. RECOMMENDATION
Recommendation
RECEIVE and FILE the Workshop Report (included as Exhibit No. 1);
ADOPT the Vision and Mission statements as written for the City of Carson; and
APPROVE the City Manager’s Work Plan as presented at the February 4 Workshop and as detailed in Exhibit No. 1.

IV. BACKGROUND
In November 2020, the City of Carson hired a consultant to gather and consolidate information from the City's elected officials to facilitate a discussion of mission and vision statements, and an agreed upon list of the City's top priorities. The City's executive staff also provided its input. The Workshop was held on February 4, 2021, where the City Council discussed a vision and mission for the City of Carson along with a set of work plan priorities. The staff report and materials provided at the Workshop are included as Exhibit No. 2.
The top priorities that the City Council identified for the work plan included Economic Development / Community Benefits, Quality of Life Improvements (infrastructure, maintenance, and beautification), and identifying Governance Policies pertaining to districts in the City. The full Workshop Report including the Priority Areas and Work Plans is included as Exhibit No. 1.
V. FISCAL IMPACT
The fiscal impact of the work plan established by the City Council during the workshop will depend on the details of each item. Staff will present the approved items for future City Council review and approval as part of our budget process as appropriate.
