I. SUMMARY

On February 16, 2021, the City Council voted 4-0 to introduce Ordinance No. 21-2102, an Ordinance of the City Council Amending Chapter 6 (Flood Plain Management) of Article VIII (Building Regulations - Sewage and Waste) of the Carson Municipal Code Pursuant to Federal Emergency Management Agency Mandate (the "Ordinance"). The Ordinance is now being presented to the Council for second reading (by title only, with further reading waived) and adoption.


II. RECOMMENDATION
Recommendation

CONDUCT a Second Reading by title only and with further reading waived, and ADOPT Ordinance No. 21-2102, "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING CHAPTER 6 (FLOODPLAIN MANAGEMENT) OF ARTICLE VIII (BUILDING REGULATIONS - SEWAGE AND WASTE) OF THE CARSON MUNICIPAL CODE PURSUANT TO FEDERAL EMERGENCY MANAGEMENT AGENCY MANDATE".

IV. BACKGROUND

At its regular meeting on February 16, 2021, the City Council voted unanimously to introduce the Ordinance. The Ordinance makes certain changes to the municipal code related to floodplain management which were requested by the Federal Emergency Management Agency (FEMA), and ensure property owners' continued ability to obtain flood insurance through the national flood insurance program.
