ACTING AS THE HOUSING AUTHORITY BOARD, CONSIDER THE APPOINTMENT OF THE CHAIR OF THE CARSON ECONOMIC DEVELOPMENT COMMISSION TO THE CARSON RECLAMATION AUTHORITY BOARD (HOUSING AUTHORITY)

I. SUMMARY
Under the Bylaws of the Carson Reclamation Authority, the Chair of the Housing Authority nominates and the Housing Authority Board ratifies three members of the Carson Reclamation Authority Board: a member of the Planning Commission, a member of the Environmental Commission; and either the Chairman of the Economic Development Commission ("EDC") or the Secretary of the Housing Authority.
On January 14, 2021, the City Council removed all sitting board Commissioners and Advisory Board members and appointed new members to several commissions, including Planning and Environmental. Three of the sitting CRA Board members were made ineligible to be on the CRA Board because they are no longer on their "home" commission. All of the Board members have been notified of their non-eligibility.
On January 21, 2021, the Chair nominated and the Board ratified one member from each of the Planning Commission and the Environmental Commission to serve on the Carson Reclamation Authority for five-year terms, subject to continued qualification. The nomination and ratification of the Chair of the EDC, as is now proposed, was deferred on January 21 because it requires the EDC to first convene and elect a chairperson. As of the writing of this report, the EDC is expected to do so at a special meeting held prior to the City Council meeting on January 26, 2020.
II. RECOMMENDATION
Recommendation
1. NOMINATE AND RATIFY the appointment of the Chair of the Carson Economic Development Commission to a five-year term on the Carson Reclamation Authority, subject to continued qualification.
