CONSIDER ACCEPTING A $10,000 PREVENTION AND AFTERCARE GRANT FROM THE SOUTH BAY CENTER FOR COUNSELING (SBCC) AND APPROVING AMENDMENT NO. SEVEN TO SUBCONTRACT FOR PREVENTION AND AFTERCARE PROGRAM ACTIVITIES/SERVICES WITH SBCC FOR CONTINUED PERFORMANCE OF PREVENTION AND AFTERCARE PROGRAM SERVICES BY CITY (CITY COUNCIL)

I. SUMMARY
The Prevention and Aftercare Program is designed to strengthen family resilience and nurture the development of healthy behaviors. The objectives of these services include: 1) prevention of maltreatment before it occurs; 2) prevention of child abuse/neglect among families at risk through the provision of supportive family services; and 3) increased child safety within the home and preservation of families in which children have been maltreated, when the family’s problems can be effectively addressed.
This program is funded by a grant provided by the South Bay Center for Counseling (SBCC). Typically, the SBCC issues grant allocations to the City in January. However, the pandemic has impacted SBCC’s ability to execute grant renewals in a timely manner and instead it has offered the City a two-month extension for January and February 2021 in the amount of $10,000.
To allow the Prevention and Aftercare program to continue in the short-term, Staff recommends that the City Council accept the two-month grant funding extension and approve the proposed Amendment No. Seven to the City’s contract with SBCC providing for City to use the grant funding for the continued performance of prevention and aftercare program services/activities through February 28, 2021 (Exhibits 1). A budget resolution reflecting the $10,000 increase in revenue and corresponding $10,000 increase in expenses is also proposed for the Council’s approval (Exhibit 2).
Once SBCC determines how much additional funding the City will be receiving for the current calendar year, a follow-up report will be submitted for City Council consideration.
II. RECOMMENDATION
Recommendation
TAKE the following actions:
1. ACCEPT the $10,000 grant from the South Bay Center for Counseling to support the Prevention and Aftercare Program.
2. APPROVE the proposed “Amendment No. Seven to Subcontract for Prevention and Aftercare Program Activities/Services” with South Bay Center for Counseling, and AUTHORIZE the Mayor to execute same following approval as to form by the City Attorney; and
3. ADOPT Resolution No. 21-004, Amending the Fiscal Year 2020-21 Budget for Family Support Prevention.

IV. BACKGROUND
Since 2008, the City of Carson has been awarded a grant from SBCC. The funds were initially used to support the Prevention Initiative Demonstration Project and Family Support programs that created youth leadership initiatives. It was hoped that these endeavors would provide young people the opportunity to develop skills they can use to improve their lives and the community, as well as give families activities and workshops to help strengthen their family bonds.
In 2015, SBCC partnered with the City to provide services such as family coaching, goal setting and referrals to families in Carson and surrounding communities. Called the Prevention and Aftercare Program, it was funded by SBCC for a term of five years.
On January 14, 2020, the City Council approved a $60,000 grant for another one-year term, from January 1, 2020 to December 31, 2020. SBCC is now offering to extend the grant for an additional $10,000 for the months of January 2021 and February 2021. Once SBCC determines how much additional funding the City will be receiving for the current calendar year, a follow-up report will be submitted for City Council consideration. The City Council is asked to accept the two-month grant extension so that the Prevention and Aftercare program can continue in the short-term.
V. FISCAL IMPACT
No fiscal impact. The proposed resolution would include the $10,000 in both the revenue estimate and the expenditure budget for a net impact of zero.
